HOUSE BILL NO. 653

TEACHERS/EVALUATION:  Requires an evaluator of a teacher or administrator to
conduct a post-observation conference with the teacher or administrator after a
classroom visit
1	AN ACT
2To amend and reenact R.S. 17:3902(B)(introductory paragraph), (3), and (4), relative to
3 teacher evaluations; to require an evaluator of a teacher or administrator to conduct
4 a post-observation conference with the teacher or administrator after a classroom
5 visit; to provide for time lines for such conference; to provide for information to be
6 provided in such conference; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 17:3902(B)(introductory paragraph), (3), and (4) are hereby amended
9and reenacted to read as follows: 
10 ยง3902.  Evaluation program; process

12	B.  The elements of evaluation and standards for effectiveness shall be
13 defined by the state board pursuant to rules and regulations promulgated for such
14 purpose. Such rules and regulations shall require that, at a minimum, local evaluation
15 plans contain the following elements:

17	(3)  Observation and conferencing.  The evaluator or evaluators of each
18 teacher or administrator shall conduct a pre-observation conference during which the
19 teacher or administrator shall provide the evaluator or evaluators with relevant

1 information.  A teacher shall provide information concerning the planning of the
2 lesson to be observed as well as any other information the teacher considers
3 pertinent.  The observation shall occur at a time and place established in advance,
4 shall be of sufficient duration to provide meaningful data which, in the case of a
5 teacher, shall be not less than the duration of one complete lesson.  In the case of a
6 teacher, the observation shall be conducted using the components of effective
7 teaching, as well as any additional local board criteria included in the job description. 
8 In the case of an administrator, the observation may consist of the collection of
9 prescribed performance documentation and shall be conducted using applicable
10 components of effective teaching, elements prescribed by state board rule, and any
11 additional local board criteria included in the job description. A post-observation
12 conference shall be conducted to discuss commendation and recommendations.
13	(4)  Classroom visitation.  The evaluator may, on his own initiative or upon
14 the request of a teacher or administrator he has evaluated, periodically visit the
15 teacher or administrator to monitor progress toward achievement of professional
16 growth plan objectives and provide support or assistance.  The evaluator shall
17 conduct a post-observation conference with the teacher or administrator within
18 seventy-two hours of a classroom visit to provide the teacher or administrator with
19 feedback including but not limited to commendation and recommendations for
20 improvement.

including but not limited to commendation and recommendations for improvement. 
Present law, relative to teacher evaluations, requires that local evaluation plans contain
certain specified elements including observation and conferencing and classroom visitations. 
Requires evaluators to conduct pre-observation and post-observation conferences with

teachers and administrators they have evaluated.  Provides for information to be included
in such conferences and provides for discussion of commendation and recommendations. 
Permits evaluators to periodically visit the teacher or administrator to monitor progress
toward achievement of professional growth plan objectives and provide support or
assistance.  Proposed law adds a requirement that the evaluator conduct a post-observation
conference with the teacher or administrator within 72 hours of a classroom visit to provide
the teacher or administrator with feedback including but not limited to commendation and
recommendations for improvement. Otherwise retains present law.
