HOUSE BILL NO. 660

EMPLOYMENT:  Exempts the State Library of Louisiana from certain requirements
relative the employment of blind persons
1	AN ACT
2To enact R.S. 23:3023(J), relative to Louisiana Rehabilitation Services; to provide relative
3 to vocational training and rehabilitation for the blind; to exempt the State Library of
4 Louisiana from the requirement of giving priority to the blind in the operation of
5 vending stands, machines, cafeterias, and other small business concessions operated
6 in public buildings; and to provide for related matters.
7Be it enacted by the Legislature of Louisiana:
8 Section 1.  R.S. 23:3023(J) is hereby enacted to read as follows:
9 ยง3023.  Priority to individuals who are blind in operation of concessions in public
10	buildings

12	J.  The provisions of this Section shall not apply to the State Library of
13 Louisiana.

Present law provides for the promotion of vocational rehabilitation of persons disabled in
industry or otherwise and their return to civil employment.
Present law provides that the La. Rehabilitation Services may establish and administer an
adequate system of conservation of sight and prevention of blindness, vocational training,
and rehabilitation for the blind and may make the rules and regulations necessary for the
efficient administration thereof.
Present law requires state agencies, boards, commissions, and institutions owning,
maintaining, occupying, or controlling property to give priority to individuals who are blind
in the operation of vending stands, vending machines, cafeterias, and other small business
concessions to be operated in such properties.  Provides that no other vending stands,
vending machines, cafeterias, or small business concessions may be operated on the same
premises.  Exempts state colleges and universities contracting for food services, vending
operations, or other such services and state developmental centers within the Dept. of Health
and Hospitals from present law requirements.
Proposed law retains present law and additionally exempts the State Library of La. from the
provisions of present law.
