HOUSE BILL NO. 758

MTR VEHICLE/INSPECTION:  Provides relative to school bus inspection fees
1	AN ACT
2To enact R.S. 32:1306(C)(6), relative to school bus inspection fees; to increase the school bus
3 inspection fee; to provide for an effective date; and to provide for related matters.
4Be it enacted by the Legislature of Louisiana:
5 Section 1.  R.S. 32:1306(C)(6) is hereby enacted to read as follows:
6 ยง1306.  Operation of official inspection stations

8	C.(1)(a)  A charge or fee shall be charged for each certificate of inspection
9 and approval issued, as provided in this Subsection.

11	(6)(a)  The charge or fee for the inspection of student transportation vehicles
12 which are required to be inspected under LAC 28:CXIII.701(A)(3) shall be twenty
13 dollars.  No charges or fees other than the twenty-dollar fee shall be charged for a
14 student transportation vehicle inspection.  Of the twenty-dollar fee, the motor vehicle
15 inspection station operator who performs this inspection shall retain fourteen dollars
16 and twenty-five cents; one dollar and seventy-five cents shall be transferred to the
17 office of motor vehicles for expenses associated with motor vehicle and financial
18 responsibility programs; and four dollars shall be transferred to the office of state
19 police for use in traffic law enforcement.

1	(b)  The adjustment of headlights shall be included in the inspection at no
2 additional cost to the owner or operator of the school bus being inspected.
3	(c)  The Legislature of Louisiana hereby declares that a student transportation
4 vehicle inspection is much more extensive than the inspection required of other
5 motor vehicles and that the increase in the fee or charge for the inspection of student
6 transportation vehicles is based on the difference in these types of inspections.

8 Section 2.  This Act shall become effective on January 1, 2017.

Abstract:  Provides an inspection fee for student transportation vehicles.  Requires a $20
inspection fee beginning on Jan. 1, 2017.  Provides for distribution of the inspection
fees collected.
Proposed law provides an inspection fee of $20 for student transportation vehicles beginning
Jan. 1, 2017.  The $20 fee must be distributed as follows: $14.25 remains with the inspection
station operator; $4 must be transferred to the office of state police for traffic law
enforcement purposes; and $1.75 must be transferred to the office of motor vehicles for
motor vehicle and financial responsibility programs.
Effective January 1, 2017.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Provide that the $4 to be distributed to office of state police from the $20 fee to
be charged for a student transportation vehicle inspection shall be used for traffic
law enforcement rather than for law enforcement.
2. Remove proposed law which would have provided that the fee to be charged for
a student transportation vehicle inspection to be the same as that charged for the
inspection of commercial motor vehicles beginning on Jan. 1, 2018.
3. Make technical changes and clarifications.
4. Provide that the effective date of proposed law is Jan. 1, 2017.
