Abstract: Requires all proceedings on direct or constructive contempt of court to be open to the
public unless the parties stipulate otherwise.
Present law provides procedures for hearings on contempt of court charges. 
Proposed law requires that hearings on contempt of court charges be open to the public unless the
parties stipulate that they may be closed to the public.
