HOUSE BILL NO. 883

STUDENT/STANDARDS: Provides relative to continued review of the state content
standards by the State Board of Elementary and Secondary Education
1	AN ACT
2To amend and reenact R.S. 17:24.4(E)(1) and to enact R.S. 17:24.4(E)(7), relative to state
3 content standards; to provide for continued review of the state content standards for
4 English language arts and mathematics by the State Board of Elementary and
5 Secondary Education; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 17:24.4(E)(1) is hereby amended and reenacted and R.S.
817:24.4(E)(7) is hereby enacted to read as follows: 
9 ยง24.4.  Louisiana Competency-Based Education Program; statewide standards for
10	required subjects; Louisiana Educational Assessment Program; parish or city
11	school board comprehensive pupil progression plans; waivers

13	E.(1)  The State Board of Elementary and Secondary Education shall develop
14 state content standards for required subjects to be taught in the public elementary and
15 secondary schools of this state.  State content standards for English language arts and
16 mathematics shall be reviewed and developed as provided in Paragraph (3) of this
17 Subsection.

19	(7)  Not later than January 15, 2017, the board shall begin to conduct a
20 review of the standards developed and adopted pursuant to Paragraph (3) of this

1 Subsection to determine the effectiveness of such standards and to make any
2 necessary revisions to the standards.  The board shall promulgate the revised
3 standards in accordance with the Administrative Procedure Act.

Abstract:  Provides for continued review of the state content standards in English language
arts and math by the State Board of Elementary and Secondary Education (BESE).
Present law provides relative to the review, development, and implementation of state
content standards in English language arts and math. Provides time lines for such review by 
BESE and provides for adoption of the standards by BESE by March 4, 2016.  Requires
BESE to promulgate the standards in accordance with the Administrative Procedure Act
(APA).  Further requires BESE to revise the standards if  the governor suspends or vetoes
the rules for the standards.
 
Proposed law adds a requirement that, not later than Jan. 15, 2017, BESE shall begin to
conduct a review of the standards developed and adopted pursuant to present law to
determine the effectiveness of such standards and to make any necessary revisions to the
standards.  Requires the board to promulgate the revised standards in accordance with the
APA.  Otherwise retains present law.
