HOUSE BILL NO. 886
BY REPRESENTATIVE GAINES
1	AN ACT
2 To amend and reenact R.S. 34:2471(A)(introductory paragraph), (3), (4), (5), and (6),
3 relative to the Port of South Louisiana Commission; to increase the membership on
4 the commission; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 34:2471(A)(introductory paragraph), (3), (4), (5), and (6) are hereby
7 amended and reenacted to read as follows:
8 ยง2471.  Creation; membership
9	A.  There is hereby created the Port of South Louisiana, as a political
10 subdivision of the state, with jurisdictional authority encompassing the geographical
11 boundaries of the parishes of St. Charles, St. John the Baptist, and St. James.  The
12 Port of South Louisiana shall be governed by a board of seven nine members who
13 shall be appointed as follows:

15	(3)  Two members shall be appointed by the governor from a list of one
16 nominee from each parish located within the territorial jurisdiction of the port who
17 is a resident of such parish, or who may, instead of holding residency, be the chief
18 executive officer of a business which is principally operated within each parish from
19 the list of nominees submitted to him by each of the following organizations:
20	(a)  Louisiana Farm Bureau.
21	(b)  Louisiana AFL-CIO.
22	(c)  Southern University River Parishes Alumni Association.
23	(d)  River Region Chamber of Commerce.
24	(4)  One member shall be appointed by the governor from a list of one
25 nominee each from each parish located within the territorial jurisdiction of the port
26 who is a resident of such parish, or who may, instead of residency, be the chief

1 executive officer of a business which is principally operated from the list of
2 nominees submitted to him by each of the following organizations:
3	(a)  River Parishes Chemical Industry Council.
4	(b)  Grain Elevator and Processing Society.
5	(c)  Greater New Orleans Barge Fleeting Association.
6	(d)  New Orleans and Baton Rouge Port Pilots Association.
7	(5) One member-at-large who shall reside and be domiciled within the
8 geographical boundaries of the port shall be appointed by the governor. The person
9 appointed shall be selected on the basis of his demonstrated experience in civic
10 leadership and his ability and experience to act effectively for the best interest of the
11 port and the state of Louisiana.  Three members, one of whom is a resident of St.
12 Charles Parish, one of whom is a resident of St. John the Baptist Parish, and one of
13 whom is a resident of St. James Parish, shall be appointed by the governor at his sole
14 discretion.
15	(6)  From the nominees submitted to the governor for appointment he shall
16 select one resident from each parish located within the territorial jurisdiction of the
17 port, one of whom may, instead of residency, be the chief executive officer of a
18 business which is principally operated within such parish.  In making appointments
19 to the commission from among the nominees submitted to the governor as provided
20 in Paragraphs (3), (4), and (5) of this Subsection, the governor shall appoint members
21 in a manner to ensure that three of the members shall be residents of St. Charles
22 Parish, three shall be residents of St. John the Baptist Parish, and three shall be
23 residents of St. James Parish.
