HOUSE BILL NO. 958

FUNDS/FUNDING:  Changes allocations out of the East Baton Rouge Parish Enhancement
Fund
1	AN ACT
2To amend and reenact R.S. 47:322.9(B), relative to the East Baton Rouge Parish
3 Enhancement Fund; to change allocations within the fund; to provide for uses of
4 monies in the fund; to provide  an effective date; and to provide for related matters.
5	Notice of intention to introduce this Act has been published
6	as provided by Article III, Section 13 of the Constitution of
7	Louisiana.
8Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 47:322.9 is hereby amended and reenacted to read as follows: 
10 ยง322.9.  Disposition of certain collections in East Baton Rouge Parish

12	B.  The monies in the "East Baton Rouge Parish Enhancement Fund" shall
13 be subject to an annual appropriation by the legislature.  One hundred thousand
14 dollars of the monies in the fund shall be available annually for use exclusively for
15 urban mass transit purposes in East Baton Rouge Parish.  The funds allocated herein
16 for urban mass transit shall not be used to displace, replace, or supplant funds
17 previously appropriated or otherwise used for this purpose.  One Two hundred
18 thousand dollars of the monies in the fund shall annually be available for use by the
19 Baton Rouge Sports Foundation; however, no funds so allocated shall be used to pay
20 the salary or related benefits of the executive director. The remainder of the monies

1 in the fund shall be available annually for use by the Riverside Centroplex Arena and
2 Exhibition Center.  All unexpended and unencumbered monies remaining in the fund
3 at the end of the fiscal year shall remain in the fund.  The monies in the fund shall
4 be invested by the treasurer in the same manner as the monies in the state general
5 fund, and all interest earned shall be deposited in the state general fund.

7 Section 2.  This Act shall become effective on July 1, 2016; if vetoed by the governor
8and subsequently approved by the legislature, this Act shall become effective on July 1,
92016, or on the day following such approval by the legislature, whichever is later.

Abstract:  Changes allocations of the East Baton Rouge Parish Enhancement Fund by
deleting the allocation for urban mass transit and increasing the allocation for the
Baton Rouge Sports Foundation.
Present law deposits a portion of the state sales tax on the rental of hotel rooms in East Baton
Rouge Parish into the East Baton Rouge Parish Enhancement Fund and allocates the money
as follows:
(1)$100,000 annually for urban mass transit purposes in East Baton Rouge Parish.
(2)$100,000 annually for the Baton Rouge Sports Foundation, provided such funds do
not pay the salary or related benefits of the foundation's executive director.
(3)The remainder shall be allocated annually for the Riverside Centroplex Arena and
Exhibit Center.
Proposed law removes the allocation to urban mass transit in present law and increases the
allocation to the Baton Rouge Sports Foundation from $100,000 to $200,000.
Effective on July 1, 2016.
