HOUSE BILL NO. 971
BY REPRESENTATIVE STEVE CARTER
COLLEGES/UNIVERSITIES:  Provides that certain public college and university athletic
programs be required to compete within a geographic area
1	AN ACT
2To enact R.S. 17:3351(J), relative to athletic programs at public postsecondary education
3 institutions; to require the Board of Supervisors of Southern University, the Board
4 of Supervisors for the University of Louisiana System, and the Board of Supervisors
5 of Community and Technical Colleges to develop and implement policies relative
6 to athletic competitions; to provide for limitations on travel to such competitions; to
7 provide for exceptions; and to provide for related matters.
8Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 17:3351(J) is hereby enacted to read as follows:
10 ยง3351.  General powers, duties, and functions of postsecondary education
11	management boards

13	J.(1) In addition to the other powers and duties authorized by this Section, the
14 Board of Supervisors of Southern University and Agricultural and Mechanical
15 College, the Board of Supervisors for the University of Louisiana System, and the
16 Board of Supervisors of Community and Technical Colleges shall develop and
17 implement policies for each institution that is under its jurisdiction and that receives
18 money from the state general fund to prohibit athletic programs at such institutions
19 from traveling more than three hundred seventy-five miles from the institution to
20 participate in athletic competitions.

1	(2)  The provisions of this Subsection shall not apply to:
2	(a)  Football or basketball programs.
3	(b)  A playoff or championship competition.
4	(c)  An athletic competition hosted by an opposing team and the team's
5 school pays all travel and associated costs on behalf of the institution.

Abstract:  Prohibits athletic programs at public postsecondary education institutions that
receive state general fund monies from traveling more than 375 miles for athletic
competitions.  Excludes LSU institutions and all football and basketball programs.
Proposed law requires the boards of supervisors of Southern University, the University of
La. System, and the Community and Technical Colleges to develop and implement policies
to prohibit athletic programs from traveling more than 375 miles to compete in athletic
competitions.  Provides that proposed law does not apply to:
(1)Football or basketball programs.
(2)A playoff or championship competition.
(3)An athletic competition hosted by an opposing school that pays all travel and
associated costs for the La. team.
