ENROLLED 2016 Regular Session HOUSE CONCURRENT RESOL UTION NO. 77 BY REPRESENTATIVE MONTOUCET A CONCURRENT RESOL UTION To urge and request the Department of Health and Hospitals to evaluate and report on select healthcare delivery models for improving management of care before releasing its next request for proposals to procure Medicaid managed care services. WHEREAS, the Department of Health and Hospitals, referred to hereafter as the "department", launched the Medicaid managed care program known as Bayou Health in 2012 as a new model of delivering Medicaid-covered healthcare services in Louisiana; and WHEREAS, since the inception of Bayou Health, the department has twice issued requests for proposals (RFPs) for services of Medicaid managed care organizations, and has contracted with five health plans pursuant to each RFP; and WHEREAS, a thorough evaluation of the state's Medicaid managed care program conducted before the next Bayou Health RFP is issued, and prior to any attempt to extend any current Medicaid managed care organization contract, could help the department to ensure that this state is meeting the needs of its Medicaid enrollees in the most appropriate manner; and WHEREAS, notable examples of innovative and successful pilot programs in other states that improve health system efficiencies and quality of care for Medicaid enrollees operate under the "accountable care organization" model; and WHEREAS, accountable care organizations are groups of physicians, hospitals, and other healthcare providers who come together voluntarily to deliver coordinated, high- quality care to their patients; and WHEREAS, Louisiana has numerous community based organizations that provide critical primary and preventive care for underserved individuals and families, regardless of patients' ability to pay; and Page 1 of 2 HCR NO. 77 ENROLLED WHEREAS, through better coordination of its existing healthcare infrastructure, Louisiana can become a leader in adapting best practices of other states, and can innovate a Louisiana-specific program which excels in providing comprehensive primary care, preventive care, and public health outreach to underserved patient populations and citizens with complex healthcare needs. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Health and Hospitals to evaluate select healthcare delivery models for improving management of care before releasing its next request for proposals to procure Medicaid managed care services. BE IT FURTHER RESOLVED that the department is hereby requested to evaluate the effectiveness of coalitions organized in other states under the accountable care organization model which have assumed responsibility for the total cost and overall quality of care delivered for an assigned patient population. BE IT FURTHER RESOLVED that in conducting its evaluation, the department shall consider models of delivery that would be allowed by the Centers for Medicare and Medicaid Services, Medicaid managed care programs of other states which utilize accountable care organizations, and the methods by which Louisiana could incorporate lessons learned from other states in the next Bayou Health plan procurement process in order to institute the optimal Medicaid managed care system for our state. BE IT FURTHER RESOLVED that the department provide findings and recommendations resulting from its evaluation of the subjects required by this Resolution in the form of a written report, which may include any other information deemed necessary by the secretary of the department, and shall submit the report to the legislature no later than January 1, 2017. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Department of Health and Hospitals.
