HOUSE RESOLUTION NO. 224
BY REPRESENTATIVE GLOVER
A RESOLUTION
To commend Billy Roy Wayne on his sixty-fifth birthday.
WHEREAS, on June 4, 2016, Billy Roy Wayne will celebrate his sixty-fifth birthday;
and
WHEREAS, Mr. Wayne is a retired educator who taught in Caddo Parish schools for
thirty-three years; and
WHEREAS, since his retirement, Mr. Wayne has worked as executive director of the
Urban Support Agency, Inc.; and
WHEREAS, Mr. Wayne is the president of the Fairway Forest Neighborhood
Association, and also serves on the Shreveport Historic Preservation Commission, the
Shreveport City-Wide Neighborhood Advisory Council, and the Louisiana Center for
Afterschool Learning Advisory Council; and
WHEREAS, Mr. Wayne currently serves as deacon, Sunday school superintendent,
and the director of Christian education at Shady Grove Missionary Baptist Church # 2; and
WHEREAS, Billy Roy Wayne is a graduate of Walnut Hill High School, and
received a bachelor of science degree from Grambling State University, a master of
education degree from Louisiana State University in Shreveport, as well as a certification
in administration from Centenary College; and
WHEREAS, Mr. Wayne is married to Lelia Samuels Wayne, and is father to two
sons, Antonio Wayne and Adavion Wayne.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Mr. Billy Roy Wayne on his sixty-fifth
birthday, and also extends sincere congratulations to Mr. Wayne for his many professional,
civic, educational, and personal accomplishments.
