HOUSE RESOLUTION NO. 237

A RESOLUTION
To recognize that the power to establish and implement admissions criteria for students
entering public postsecondary education institutions is reserved to the public
postsecondary education management boards for the institutions under the
supervision and management of each.
WHEREAS, the Constitution of Louisiana states that the "goal of the public
educational system is to provide learning environments and experiences, at all stages of
human development, that are humane, just, and designed to promote excellence in order that
every individual may be afforded an equal opportunity to develop to his full potential"; and
WHEREAS, in furtherance of this goal, the state constitution creates and provides
for the powers of the public postsecondary education management boards in supervising and
managing the institutions under the control of each; and
WHEREAS, Article VIII, Section 5(E) of the constitution provides that the powers
of management over public institutions of postsecondary education not specifically vested
by the constitution in the Board of Regents are reserved to the Board of Supervisors of
Louisiana State University and Agricultural and Mechanical College, the Board of
Supervisors of Southern University and Agricultural and Mechanical College, the Board of
Supervisors for the University of Louisiana System, and the Board of Supervisors of
Community and Technical Colleges; and
WHEREAS,  such powers reserved to the management boards include the power to
establish and implement admissions criteria for students entering the institutions under their
respective control; and
WHEREAS, although Louisiana's public postsecondary education institutions
collectively provide a wide range of programs for students, each institution must identify the

needs of its students and the region and the institution's mission and must implement policies
that best address those needs and support that mission; and
WHEREAS, regional institutions, as designated by the Board of Regents, offer a
wide range of programs at the undergraduate level and selected graduate offerings and
conduct research related to the respective institution's instructional mission; and
WHEREAS, in order to maximize the probability of student success at these
institutions and all other public postsecondary education institutions, the management boards
must continue to adopt and implement admissions criteria and policies that link the
expectations of each institution to the needs, aspirations, and level of preparedness of its
entering students.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby recognize that the power to establish and implement
admissions criteria for students entering public postsecondary education institutions is
reserved to the public postsecondary education management boards for the institutions under
the supervision and management of each.
BE IT FURTHER RESOLVED that such admissions criteria must be consistent with
the educational purposes of the institution and must address the needs of the students in
order that every student may be afforded an equal opportunity to develop to his full potential
as is the goal of the public educational system.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
presidents of the Board of Supervisors of Louisiana State University and Agricultural and
Mechanical College, the Board of Supervisors of Southern University and Agricultural and
Mechanical College, the Board of Supervisors for the University of Louisiana System, and
the Board of Supervisors of Community and Technical Colleges and the commissioner of
higher education.
