Abstract:  Specifies that the motion to lay on the table shall be in order on any matter or motion in
the possession of the House regardless of the house of origin.
Present House Rules (House Rules 9.8 and 9.9) provide that the motion to lay on the table shall be
decided without debate and provide that a matter once laid on the table shall be called from the table
only upon the favorable vote of two-thirds of the members present and voting. Present House Rules
(House Rules 9.4 and 9.5) further provide that no more than one substitute motion shall be in order
at any one time and that motions having a higher precedence shall be in order and motions having
a lower precedence shall not be in order.
Proposed House Rule retains present House Rules and further provides that the motion to lay on the
table shall be in order in accordance with present House Rules (Ch. 9 regarding motions) on any
matter or motion in the possession of the House regardless of the house of origin.
