CAMPAIGN FINANCE: Requests the Committee on House and Governmental Affairs to
study the feasibility and advisability of prohibiting campaign contributions to
members of and candidates for the Public Service Commission from regulated
entities and related persons

2To the House Committee on House and Governmental Affairs to study the feasibility and
3 advisability of prohibiting campaign contributions to members of and candidates for
4 the Public Service Commission from entities that are directly regulated by the
5 commission and related persons and to report its findings to the House of
6 Representatives no later than thirty days prior to the convening of the 2017 Regular
7 Session of the Legislature of Louisiana.
8 WHEREAS, many states have enacted prohibitions and restrictions on campaign
9contributions to members of and candidates for regulatory bodies and offices from regulated
10industries and related persons; and
11 WHEREAS, because of issues involving speech and associational rights of persons
12along with the necessity to maintain the public's confidence in the independence and
13impartiality of its government and governmental decisions and policy, it is clear that any
14such prohibition or restriction requires further study.
15 THEREFORE, the House of Representatives of the Legislature of Louisiana requests
16the House Committee on House and Governmental Affairs to study the feasibility and
17advisability of prohibiting campaign contributions to members of and candidates for the
18Public Service Commission from entities that are directly regulated by the commission and
19related persons and to report its findings to the House of Representatives no later than thirty
20days prior to the convening of the 2017 Regular Session of the Legislature of Louisiana.
