SENATE BILL NO. 143

COMMERCIAL REGULATIONS.  Provides relative to money transmission and customer
safety. (8/1/16)
1	AN ACT
2 To enact R.S. 45:1163.4, relative to payment of a utility bill at a business location; to
3 provide relative to safety measures by requirement that such payment be made inside
4 the location; to provide certain terms, conditions, procedures, and exceptions; and
5 to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 45:1163.4 is hereby enacted to read as follows:
8 ยง1163.4.  Payment of utility bills at business location
9	For purposes of customer safety and security, the payment of a utility
10 bill in person at a business location and the acceptance of such payment shall
11 be conducted only inside the business location. The provisions of this Section
12 shall not apply to the payment of a utility bill made by a person from a vehicle
13 via drive-through window, or to payment of a utility bill made by mail or
14 electronic transmission.

proposed law the payment of a utility bill made by a person from a vehicle via a
