(gov sig) 1 AN ACT 2 To amend and reenact R.S. 24:513(D)(4), relative to performance audits; to provide for the 3 duties of the legislative auditor; to provide for audits of statutory dedications which 4 include a fee for service; and to provide for related matters. 5 Be it enacted by the Legislature of Louisiana: 6 Section 1. R.S. 24:513(D)(4) is hereby amended and reenacted to read as follows: 7 ยง513. Powers and duties of legislative auditor; audit reports as public records; 8 assistance and opinions of attorney general; frequency of audits; 9 subpoena power 10 * * * 11 D. * * * 12 (4)(a) He shall conduct performance audits, program evaluations, and other 13 studies as are needed to enable the legislature and its committees to evaluate the 14 efficiency, effectiveness, and operation of state programs and activities. 15 (b) The legislative auditor shall conduct a performance audit on each 16 statutory dedication that includes a fee for service at least once every four years 17 to determine if the fees are adequate to cover the costs associated with the Page 1 of 2 Coding: Words which are struck through are deletions from existing law; words in boldface type and underscored are additions. This Act shall become effective upon signature by the governor or, if not 4 signed by the governor, upon expiration of the time for bills to become law without signature 5 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 6 vetoed by the governor and subsequently approved by the legislature, this Act shall become 7 effective on the day following such approval. DIGEST SB 226 Original 2016 Regular Session Donahue Present law provides for the duties of the legislative auditor and provides that he shall conduct performance audits to evaluate the effectiveness and operation of programs and activities. Proposed law retains present law and further requires the legislative auditor to conduct a performance audit on each statutory dedication that includes a fee for service at least once every four years to determine if the fees are adequate to cover the costs associated with the service.
