SENATE BILL NO. 263

SCHOOLS.  Provides with respect to the treatment of dual enrollment courses within the
state accountability system. (gov sig)
1	AN ACT
2 To amend and reenact R.S. 17:2928(B)(2), relative to dual enrollment courses; to provide
3 with respect to course examinations and the state's accountability system; and to
4 provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1. R.S. 17: 2928(B)(2) is hereby amended and reenacted to read as follows:
7 ยง2928. Graduation goals; responsibility; recognition for graduation rates and student
8	academic achievement

11	(2) International Baccalaureate, Advanced Placement, and dual enrollment
12 courses, and any related examinations as approved by the board, shall be given equal
13 status and recognition by the board for purposes of determining school performance
14 scores and letter grades. However, unless the college or university that has
15 approved a dual enrollment course has mandated that the student take and
16 make a particular qualifying score on an examination outside of the normal
17 examinations administered during the course, no such requirement shall be

1 imposed by the State Board of Elementary and Secondary Education as a
2 condition to fully recognize and provide equal status to a dual enrollment course
3 under this Paragraph.
4 Section 2.  This Act shall become effective upon signature by the governor or, if not
5 signed by the governor, upon expiration of the time for bills to become law without signature
6 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
7 vetoed by the governor and subsequently approved by the legislature, this Act shall become
8 effective on the day following such approval.

Present law requires the Board of Elementary and Secondary Education (BESE) to give
equal status and recognition to International Baccalaureate, Advanced Placement, and dual
enrollment courses when determining school performance scores and letter grades.
Proposed law retains present law and additionally provides that unless the college or
university that has approved a dual enrollment course has mandated that the student take and
make a particular score on an examination, that BESE shall not require the test to be taken
to fully recognize and provide equal status to the course when determining school
performance scores and letter grades. 
Effective upon signature of the governor or lapse of time for gubernatorial action.
