2016 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 14 BY SENATOR BISHOP A CONCURRENT RESOL UTION To urge and request the New Orleans East Hospital to become a Diabetes Education and Research Center. WHEREAS, New Orleans East, Gentilly and the Lower 9th Ward were all devastated during Hurricane Katrina in 2005, losing most of the areas' residents and medical infrastructure, including the storm-ravaged Methodist Hospital; and WHEREAS, an urgent care clinic was available to residents, but there was no hospital until 2014 when the New Orleans East Hospital, Orleans Parish Hospital Service District A, opened with a mission to provide superior quality health care and educational empowerment to the community; and WHEREAS, a key component to educational empowerment is understanding chronic diseases such as diabetes; and WHEREAS, according to the U. S. Centers for Disease Control and Prevention 2014 Diabetes Report Card, among adults, about 1.7 million new cases of diabetes are diagnosed each year; and WHEREAS, the CDC has identified several risk factors that contribute to diabetes including increased age, lack of physical activity, a family history of diabetes, certain socioeconomic conditions, obesity, and race and ethnicity; and WHEREAS, these risk factors are prevalent in the New Orleans East area, but without appropriate education on the disease, many people may not even know that they have it and those who have it may not be managing it most appropriately; and WHEREAS, it would be in the best interest of the New Orleans East Hospital and the community served by that hospital if it were a Diabetes Education and Research Center. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby urges and requests the New Orleans East Hospital to pursue recognition as a Diabetes Education and Research Center.
