2016 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 145 BY SENATORS PEACOCK AND GATTI A CONCURRENT RESOL UTION To commend Cynthia J. "Cindy" Johnston for her lengthy career of exemplary public service to the parish of Bossier as the clerk of court and to congratulate her upon a well- deserved retirement. WHEREAS, it is with great pride that the Legislature of Louisiana recognizes forty years of dedicated public service provided by Clerk of Court Cynthia J. "Cindy" Johnston; and WHEREAS, the office of clerk is responsible for the recording of legal proceedings within the parish, to document property ownership, to tabulate election results, to issue marriage licenses, to preserve civil and criminal judgments, and to maintain minutes for the Twenty-sixth Judicial District Court, among the many duties required of the office; and WHEREAS, with use of the most up-to-date digital media, Cindy Johnston ensures the preservation, content, and availability of crucial data entrusted to her care; and WHEREAS, she began her employment in parochial government in 1976 as a deputy clerk, then she was promoted to chief deputy clerk under the administration of Clerk of Court Joan Carraway; and WHEREAS, having maintained the trust of the constituency she serves, Cindy Johnston was elected as clerk of court in 2008, she has faithfully continued her commitment to efficiency and integrity, and she has been successfully re-elected for two consecutive terms; and WHEREAS, Cindy Johnston is an active member of the Louisiana Clerks of Court Association and she shares her expertise on several of its administrative boards that include the Board of Directors for District 4, the Host Committee for the 2012 Convention, the Nominating Committee for 2011-2016, and the Scholarship Committee; and Page 1 of 2 SCR NO. 145 ENROLLED WHEREAS, certified by the Louisiana State University Clerk of Court Institute, she maintains the high performance standards of the office with continuing education and extraordinary professional development in protective order registry, employee conflict management, and ethics training; and WHEREAS, she also holds membership in the International Association of Clerks, Recorders, Election Officials, and Treasurers; and WHEREAS, Cindy Johnston is committed to local governmental agencies that benefit from her leadership that include the Bossier Parish Board of Election Supervisors, the Bossier Parish Jury Commission, and the Republican Parish Executive Committee; and WHEREAS, her outgoing nature fosters an interest in many social and civic activities; she holds membership in local and business-oriented organizations that include the Benton Rotary Club as secretary and president, the Bossier Central Lions Club, the Bossier Chamber of Commerce, and the American Business Women's Association; and WHEREAS, Cindy makes her home in Ivan, Louisiana, and is married to the love of her life, husband Roy D. Johnston, and their union was blessed with a son, Nick, a daughter, Stephanie J. Vaughan, and a grandson, Jonathan Cole Vaughan; and WHEREAS, with retirement the Johnston family looks forward to leisure time together to pursue their shared interests; and WHEREAS, with forty years of dedicated service to Bossier Parish and its citizenry Clerk of Court Cindy Johnston exemplifies all of the finest qualities of a proficient, parochial government administrator. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Cindy Johnston, Clerk of Court for Bossier Parish, for her many years of distinguished public service and congratulate her on a well-deserved retirement.
