DIGEST SCR 32 Original 2016 Regular Session Colomb Proposed Joint Rule requires the president of the Senate and speaker of the House of Representatives to provide that audio, video, and closed captioning of the entirety of legislative proceedings be broadcast live via the Internet and that audio, video, and closed captioning of the entirety of each such proceeding be recorded and maintained for a minimum of three years and made available to the public for viewing through a link clearly identified on the Senate's and House's Internet home page. Proposed Joint Rule provides that the provisions of proposed Joint Rule shall only apply to legislative proceedings in the State Capitol and that the audio, video, and closed captioning records created pursuant to proposed Joint Rule shall not be construed as the official record of a legislative proceeding. Proposed Joint Rule does not apply to executive sessions. Proposed Joint Rule provides that if either the President or Speaker is precluded from fulfilling the requirements of proposed Joint Rule due to a technical problem or difficulty beyond his control, the failure to broadcast or record a legislative proceeding shall not be construed in any manner to be a violation of proposed Joint Rule.
