Requires closed captioning of legislative proceedings that are broadcast. 1 A CONCURRENT RESOL UTION 2 To adopt Joint Rule No. 21 of the Joint Rules of Order of the Senate and House of 3 Representatives to provide for audio and video broadcast of legislative proceedings; 4 to require closed captioning of legislative proceedings that are broadcast; and for the 5 creation, nature, and maintenance of records thereof. 6 BE IT RESOLVED by the Legislature of Louisiana that Joint Rule No. 21 of the 7 Joint Rules of Order of the Senate and House of Representatives is hereby adopted to read 8 as follows: 9 Joint Rule No. 21. Internet broadcast of proceedings; closed captioning; 10 maintenance; applicability 11 A. The president of the Senate and speaker of the House of 12 Representatives shall provide that audio, video, and closed captioning of the 13 entirety of all legislative proceedings occurring in Senate and House committee 14 rooms shall be broadcast live via the Internet. 15 B. The president of the Senate and speaker of the House of 3 Representatives shall provide that audio, video, and closed captioning of the 4 legislative proceedings occurring in Senate and House committee rooms or in 5 the Senate and House Chamber shall be recorded and maintained for a 6 minimum of three years and that such recorded legislative proceedings shall be 7 available to the public for viewing through a link clearly identified on the 8 Internet home page of the Senate and House of Representatives. 9 D.(1) The provisions of this Rule shall apply only to legislative 10 proceedings which occur in the State Capitol. 11 (2) The provisions of this Rule shall not apply to executive sessions 12 authorized by law or rule. 13 (3) The audio, video, and closed captioning records created pursuant to 14 this Rule shall not be construed as the official record of a legislative proceeding. 15 E. If either the president of the senate or Speaker of the House of 16 Representatives is precluded from fulfilling the requirements of this Rule due 17 to a technical problem or difficulty beyond his control, the failure to broadcast 18 or record a legislative proceeding shall not be construed in any manner to be a 19 violation of the provisions of this Rule. DIGEST SCR 32 Original 2016 Regular Session Colomb Proposed Joint Rule requires the president of the Senate and speaker of the House of Representatives to provide that audio, video, and closed captioning of the entirety of legislative proceedings be broadcast live via the Internet and that audio, video, and closed captioning of the entirety of each such proceeding be recorded and maintained for a minimum of three years and made available to the public for viewing through a link clearly identified on the Senate's and House's Internet home page. Proposed Joint Rule provides that the provisions of proposed Joint Rule shall only apply to legislative proceedings in the State Capitol and that the audio, video, and closed captioning records created pursuant to proposed Joint Rule shall not be construed as the official record of a legislative proceeding.
