SENATE CONCURRENT RESOL UTION NO. 88

ECONOMIC DEVELOPMENT. To urge and request the secretary of the Department of
Economic Development to provide advance notice to legislators on projects within their
districts.
1 A CONCURRENT RESOL UTION
2 To urge and request the secretary of the Department of Economic Development to provide
3 advance notice containing certain information about economic development projects
4 to legislators within their respective districts.
5 WHEREAS, the Department of Economic Development is responsible for fostering
6 the growth of industry and other commercial enterprises in Louisiana that will contribute to
7 the overall improvement of the economy of the state; and
8 WHEREAS, the primary mission of the department is to promote the advantages of
9 Louisiana to out-of-state business and industry, facilitate the retention and expansion of
10 existing enterprises, and coordinate with other state agencies and units of local government
11 plans and programs aimed at developing optimum conditions for new and expanding
12 industrial and commercial enterprises in Louisiana; and
13 WHEREAS, in meeting its obligations, the department successfully provides for the
14 attraction, retention and expansion of industrial and investment projects in all regions of the
15 state of Louisiana; and
16 WHEREAS, it is to the benefit of the citizens who reside in proximity to the site of
17 future retention, expansion, or relocation projects, that the department works in cooperation
18 and collaboration with regional and local economic development interests in the state and

1 adequately inform legislators who serve those respective districts of such future projects.
2 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
3 urge and request the secretary of the Department of Economic Development to develop and
4 implement a policy to achieve the goal of ensuring appropriate and proactive advance notice
5 of economic development project announcements to legislators within their respective
6 districts, and maintain continuous communication as to amendments and changes that evolve
7 during the preliminary stages of project implementation, as part of procedures designed to
8 ensure that legislators are well informed as to economic development projects in order to
9 provide leadership to the people of Louisiana in pursuit of better opportunities.
10 BE IT FURTHER RESOLVED that the notice of economic development project
11 announcements shall contain, at a minimum, the following information as required in the
12 cooperative endeavor agreement: a general description of the project, the number of net new
13 permanent jobs, the number of retained permanent jobs, the number of construction jobs, the
14 amount of associated capital investment by the business, and the total amount of any state
15 and local incentives provided to the business.
16 BE IT FURTHER RESOLVED that a copy of this resolution be transmitted to the
17 secretary of the Department of Economic Development.
