2016 Regular Session ENROLLED SENATE RESOLUTION NO. 144 BY SENATOR GARY SMITH A RESOLUTION To urge and request the Louisiana State Police to study the feasibility of regulating ignition interlock device companies. WHEREAS, ignition interlock devices can be a highly effective preventative measure against driving while intoxicated arrests and result in a reduction in DWI recidivism; and WHEREAS, since 1993 the Louisiana State Police Applied Technology Unit has been responsible for oversight of the Breath Alcohol Ignition Interlock Devices Program (BAIID); and WHEREAS, best practices provide that, at a minimum, ignition interlock device programs should monitor the activities of the manufacturers through the operations of their individual service centers; and WHEREAS, successful monitoring requires inspectors to visit each service center and examine the facility to ensure compliance with applicable rules and regulations; and WHEREAS, there are seven manufacturers and eighty-three installation locations for ignition interlock devices in Louisiana; and WHEREAS, oversight of the BAIID Program has been minimal and below the standard established by the Association of Ignition Interlock Program Administrators due to the state police applied technology unit's lack of adequate personnel, training, and equipment; and WHEREAS, the BAIID Program, if run in accordance with industry standards, has the potential to be successful in reducing the number of intoxicated drivers on the roads and highways in Louisiana and ensuring the safety of the people of Louisiana. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby urge and request the Louisiana State Police to study the feasibility of regulating ignition interlock device companies.
