Provides relative to the unofficial enrollment of a bill or joint resolution which is the subject of a conference committee report. 1 A RESOLUTION 2 To amend and readopt Senate Rule No. 12.12(A) and (C)(1) and to adopt Senate Rule No. 3 7.9.1 of the Rules of Order of the Senate, relative to unofficial enrollment of a bill 4 or joint resolution which is the subject of a conference committee report submitted 5 to the Senate and consideration of the report. 6 BE IT RESOLVED by the Senate of the Legislature of Louisiana amends and 7 readopts Senate Rule No. 12.12(A) and (C)(1) and adopts Senate Rule No. 7.9.1 of the Rules 8 of Order of the Senate to read as follows: 9 Rule 7.9.1. Unofficial enrollment 10 An unofficial enrollment shall be prepared of a bill or joint resolution 11 which is the subject of a conference committee report that is submitted to the 12 Senate for consideration. The unofficial enrollment shall indicate or highlight 13 in an appropriate manner any language being changed in or added to the 14 instrument by the conference committee. 15 * * * 16 Rule 12.12. Conference committee reports; consideration 17 A. A conference committee report shall be a privileged report. The 3 question of consideration of a conference committee report shall lie over until the 4 appropriate order of business during the Morning Hour on the next legislative day, 5 but in no event shall consideration of the report occur less than twenty-four 6 hours after the report and unofficial enrollment of a bill or joint resolution 7 which is the subject of the report as described in Rule No. 7.9.1 have been 8 distributed to the members. The Secretary shall place each conference committee 9 report on the calendar in the order in which it was received for consideration. A 10 motion to suspend the provisions of this Paragraph shall be a debatable motion. 11 * * * 12 C.(1) On the last calendar or legislative day of a session, after the Secretary 13 has given notice of the receipt of and has distributed copies of a conference 14 committee report which is confined to resolving the differences between the two 15 houses regarding the amendments which were rejected by the house of origin and 16 recommending technical amendments and after an unofficial enrollment of the 17 instrument which is the subject of the report as described in Rule No. 7.9.1 have 18 been distributed to the members, the Senate shall consider the conference 19 committee report upon motion, duly adopted, of any member. The motion to take up 20 the consideration of a conference committee report shall be deemed a privileged 21 incidental motion and shall be in order during any order of business unless another 22 motion or instrument is pending. 23 * * * 24 BE IT FURTHER RESOLVED that this Resolution shall become effective upon 25 adoption. Requires that the unofficial enrollment indicate or highlight in an appropriate manner any language being changed in or added to the instrument by the conference committee. Present Senate rule provides that a conference committee report is a privileged report. Requires that the Senate secretary give notice of its receipt and distribute the report on the legislative day of its receipt at the first opportunity without interrupting pending business. Proposed rule requires that the unofficial enrollment of a bill or joint resolution which is the subject of the conference committee report also be distributed to the members. Present rule provides that the question of consideration of a conference committee report shall lie over until the appropriate order of business during the Morning Hour on the next legislative day. Proposed rule provides that in no event shall the question of consideration of a conference committee report occur less than 24 hours after the report and unofficial enrollment of a bill or joint resolution which is the subject of the report have been distributed to the members. Otherwise retains present rule. Becomes effective upon adoption of Resolution.
