2016 Regular Session ENROLLED SENATE RESOLUTION NO. 190 BY SENATOR BARROW A RESOLUTION To urge and request all civil service systems in the state to utilize electronic testing procedures for applicants for classified positions. WHEREAS, contemporary civil service systems are designed to provide equal access to apolitical, merit-based employment; and WHEREAS, the underlying premise of these systems is equal opportunity; and WHEREAS, the civil service test is a critical element in the assessment of candidates for such merit-based employment; and WHEREAS, the outcome of such assessments can be easily altered by tampering with handwritten tests; and WHEREAS, electronic testing yields greater test reliability and validity; and WHEREAS, electronic testing procedures would help today's civil service systems ensure unfettered access to equal opportunity employment. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby urge and request all civil service systems in the state to utilize electronic testing procedures for applicants for classified positions. BE IT FURTHER RESOLVED that each civil service system report to the Senate of the Legislature of Legislature in writing regarding its progress in implementing such procedures no later than February 1, 2017. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the State Civil Service Commission, the State Police Commission, the Louisiana Municipal Association for distribution to municipalities with civil service systems, and the Police Jury Association for distribution to parishes with civil service systems.
