TRAFFIC: (Constitutional Amendment) Provides relative to the use of traffic cameras 1 A JOINT RESOLUTION 2Proposing to add Article VI, Section 10.1 to the Constitution of Louisiana, to prohibit the 3 governing authority of a parish and local municipality from enacting any ordinance 4 related to the installation and utilization of automated speed enforcement devices to 5 regulate traffic on any local or parish road, or local, parish, or state highway; to 6 provide for a definition; to provide for submission of the proposed amendment to the 7 electors; to provide an effective date; and to provide for related matters. 8 Section 1. Be it resolved by the Legislature of Louisiana, two-thirds of the members 9elected to each house concurring, that there shall be submitted to the electors of the state of 10Louisiana, for their approval or rejection in the manner provided by law, a proposal to add 11Article VI, Section 10.1 to the Constitution of Louisiana, to read as follows: 12 §10.1. Traffic camera ordinances 13 Section 10.1.(A) Establishment. No governing authority of any local 14 municipality or parish shall adopt, enact, or enforce any ordinance authorizing the 15 use of automated speed enforcement devices to enforce compliance with traffic 16 signals, traffic speeds, or other traffic laws, rules, or regulations on any public street, 17 road, or highway within this state or impose or collect any civil or criminal fine, fee, 18 or penalty for any such violation. 19 (B) Definitions. Be it further resolved that this proposed amendment shall be submitted 4to the electors of the state of Louisiana at the statewide election to be held on October 14, 52017. 6 Section 3.
