PURCHASING:  Provides relative to the purchase of specialty firefighting training trailers
1	AN ACT
2To enact R.S. 32:1252(73) and 1254(O), relative to firefighter training trailers; to provide
3 for the definition of "firefighter training trailer"; to provide for the purchase of
4 firefighter training trailers by the state and other local entities; to provide for the
5 purchase of firefighter training trailers through a licensed manufacturer with the
6 state; to provide for the purchase of firefighter training trailers through a licensed
7 dealer having a franchise with a manufacturer not licensed in the state; and to
8 provide for related matters.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 32:1252(73) and 1254(O) are hereby enacted to read as follows:
11 §1252.  Definitions
12	The following words, terms, and phrases, when used in this Chapter, shall
13 have the meanings respectively ascribed to them in this Section, except where the
14 context clearly indicates a different meaning:

16	(73)  "Firefighter training trailer" shall mean any purpose-built unit
17 specifically to train firefighters under actual live fire by either propane or ordinary
18 combustibles, including but not limited to wood, hay, or straw, in compliance with
19 the National Fire Protection Association (NFPA) codes and standards 1402 and
20 1403.  "Firefighter training trailer" shall also mean any other specialty mobile

1 training props that are trailer mounted, including but not limited to mobile training
2 towers and specific firefighters skills trailers used for training in accordance with the
3 minimum job performance requirements of the NFPA code and standard 1001 or
4 specialty skills such as confined space training, hazardous materials training, and
5 other similar training.

7 §1254.  Application for license; requirements for licensure; contents; licenses;

10	O.(1)  Notwithstanding any provisions of R.S. 32:1251 through 1282, the
11 state, a local governmental subdivision, the Louisiana State University Fire and
12 Emergency Training Institute, or other firefighter related educational entity of the
13 state may purchase a firefighter training trailer, as defined in R.S. 32:1252, directly
14 from a manufacturer licensed in this state or directly from a dealer licensed in this
15 state that has a franchise agreement with any manufacturer not licensed in this state.
16	(2) Any "firefighter training trailer", as defined by R.S. 32:1252, shall meet
17 all United States Department of Transportation and Louisiana standards regarding
18 specific trailer safety, markings, weights, and other physical requirements.

Abstract:  Provides for the purchase of firefighter training trailers from certain
manufacturers and dealers.
Proposed law defines "firefighter training trailer" as meaning any unit built specifically to
train firefighters that complies with the National Fire Protection Association codes and
standards.  Further provides for the definition of "firefighter training trailer" to include any
other training props and trailer mounted equipment to be used in the training of firefighters
in order to comply with the National Fire Protection Association code and standard with
respect to minimum job performance requirements.
Proposed law authorizes the state, a local governmental subdivision, La. State University
Fire and  Emergency Training Institute, and other firefighter related educational entities of

the state to purchase firefighter training trailers directly from a licensed manufacturer or a
licensed dealer that has a franchise with any manufacturer not licensed in the state.
Proposed law requires that a firefighter training trailer comply with the U.S. Dept. of
Transportation and La. standards regarding specific trailer safety, markings, weights, and
other physical requirements.
