MTR VEHICLE/LICEN PLATES:  Provides with respect to special license plates for
firefighters with twenty years of service
1	AN ACT
2To enact R.S. 47:463(D) and 463.23(D) and (E), relative to the special active full-time
3 professional and retired firefighter license plate; to exempt retired firefighters with
4 twenty years of service from the annual motor vehicle registration license fee or tax;
5 and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 47:463(D) and 463.23(D) and (E) are hereby enacted to read as
8follows:
9 §463.  Private passenger vehicles; amputee veterans exempted; church, church
10	school, and religious order vehicles

12	D.  Any retired firefighter of this state who has served in a professional
13 capacity as a firefighter for twenty or more years and who is issued a special retired
14 firefighter license plate in accordance with R.S. 47:463.23 shall be exempt from the
15 annual motor vehicle registration license fee or tax on that particular specialty
16 license plate.  Nothing in this Subsection shall be construed to exempt any firefighter
17 obtaining this special prestige license plate from payment of the initial one-time fee
18 of twenty-five dollars at the time the license plate is issued as required by R.S.
19 47:463.23(B).

1 §463.23.  Special license plates for active and retired firefighters
2	*          *          *
3	D.  Any retired firefighter who is issued a special retired firefighter license
4 plate pursuant to this Section, and has served in a professional capacity as a
5 firefighter for twenty or more years shall be exempt from the annual motor vehicle
6 registration license fee or tax required by R.S. 47:461 et seq., for that particular
7 specialty license plate.  A special motor vehicle license plate issued to any firefighter
8 pursuant to this Subsection shall be issued for the lifetime of the firefighter.
9	E.  As a condition of the exemption from the annual motor vehicle
10 registration license fee or tax pursuant to Subsection D of this Section, any retired
11 firefighter who is issued a special retired firefighter license plate pursuant to this
12 Section, and has served in a professional capacity as a firefighter for twenty or more
13 years shall submit a certification from the Firefighters' Retirement System of
14 Louisiana, or any local firefighters' retirement system, attesting to his service of
15 twenty or more years.

Abstract:  Exempts firefighters issued a special retired firefighter license plate from the
motor vehicle registration license fee or tax.
Present law provides for an annual motor vehicle registration license fee or tax on all private
passenger vehicles.
Present law further provides for the issuance of a special firefighters license plate for active
and retired firefighters.  Present law requires firefighters issued the plate to pay a one-time
fee of $25 in addition to the annual motor vehicle registration license fee or tax.
Proposed law allows those retired firefighters issued a special firefighters license plate
pursuant to present law and who have served for 20 or more years to be exempt from the
annual motor vehicle registration license fee or tax.
Proposed law clarifies that proposed law does not exempt any firefighter receiving a
specialty license plate from the initial one-time fee in present law.
Proposed law provides for the issuance of a lifetime specialty firefighters license plate to
those retired firefighters who have served for 20 or more years.

vehicle registration or license tax submit a certification from their retirement system
attesting to their service of 20 or more years.

Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Transportation,
Highways and Public Works to the original bill:
1. Make technical changes.
2. Remove active, full-time professional firefighters from those eligible for the
registration fee exemption.
3. Add a provision that requires those firefighters applying for the fee exemption
to submit a certification from their retirement system attesting to their eligibility.
