AIRCRAFT/AIRPORTS: Provides relative to the members of the Greater Baton Rouge
Airport Authority board of commissioners
1 AN ACT
2To amend and reenact Paragraph (C)(1) of Section 3 of Act No. 151 of the 1969 Regular
3 Session of the Legislature, as amended by Act No. 804 of the 1982 Regular Session
4 of the Legislature, Act No. 551 of the 1984 Regular Session of the Legislature, and
5 Act No. 91 of the 1995 Regular Session of the Legislature, relative to the Greater
6 Baton Rouge Airport Authority; to provide relative to legislative appointments to the
7 board of commissioners; to increase the membership of the board of commissioners;
8 and to provide for related matters.
9 Notice of intention to introduce this Act has been published
10 as provided by Article III, Section 13 of the Constitution of
11 Louisiana.
12Be it enacted by the Legislature of Louisiana:
13 Section 1. Paragraph (C)(1) of Section 3 of Act No. 151 of the 1969 Regular Session
14of the Legislature, as amended by Act No. 804 of the 1982 Regular Session of the
15Legislature, Act No. 551 of the 1984 Regular Session of the Legislature, and Act No. 91 of
16the 1995 Regular Session of the Legislature, is hereby amended and reenacted to read as
17follows:

1 C.(1) Subject to the provisions of Section 5 hereof, there is hereby
2 further created and established a board of commissioners (hereinafter called
3 the "commission") composed of thirteen fifteen members. Nine members
4 shall be from East Baton Rouge Parish, appointed by the authority, and shall
5 serve terms designated by the authority. Such appointees shall be qualified
6 electors in and own property assessed in East Baton Rouge Parish, and may
7 be members of the city council of the city of Baton Rouge or the parish
8 council of the parish of East Baton Rouge. The state senators from state
9 senatorial districts fourteen and fifteen, or their designees, the state
10 representatives from state representative districts twenty-nine, sixty-three,
11 and sixty-four, or their designees, and the mayor-president of the city of
12 Baton Rouge, parish of East Baton Rouge, or his designee, shall serve as ex
13 officio members of the commission with all voting rights and privileges
14 afforded to other members of the commission. They shall serve terms
15 concurrent with their term of elected office. Appointment of a designee shall
16 be at the discretion of the legislator or mayor-president and shall be in
17 writing transmitted to the commission. The appointing legislator or mayor-
18 president may be represented at a meeting of the commission only by his
19 duly appointed designee or himself. A legislator or mayor-president may
20 only have one designee at a time. A designee shall serve at the pleasure of
21 the appointing legislator or mayor-president and may be terminated at any
22 time. No subsequent appointment of a designee shall be permitted unless the
23 previous appointed designee has resigned or otherwise been terminated, and
24 such resignation or termination shall be transmitted in writing to the
25 commission.

Abstract: Modifies the appointments to the Greater Baton Rouge Airport Authority board
of commissioners.
Present law creates the board of commissioners of the Greater Baton Rouge Airport
Authority composed of 13 members.
Proposed law adds two members to the board of commissioners of the Greater Baton Rouge
Airport Authority, increasing the membership from 13 to 15 members.
Present law requires that nine of the members of the commission be from East Baton Rouge
Parish and appointed by the authority, one member of the commission be the state senator
representing Senate District No. 14 or his designee, one member of the commission be the
state senator representing Senate District No. 15 or his designee, one member of the
commission be the state representative representing House District No. 63, or his designee,
and one member of the commission be the state representative representing House District
No. 64.
Proposed law retains present law and adds the state representative representing House
District No. 29, or his designee, and the mayor-president of the city of Baton Rouge, parish
of East Baton Rouge, or his designee, as members of the commission.
Present law specifies that appointments to the board are at the direction of the legislator.
Further specifies that a legislator may only have one designee at a time.
Proposed law expands present law provisions to also apply to the mayor-president.
