WHEREAS, Dr. Ward's training includes receiving his Doctor of Philosophy degree from Louisiana State University, where he completed and published his dissertation in the area of legislative ethics; and WHEREAS, in 1976, Dr. Ward joined the Louisiana Moral and Civic Foundation, which was organized in 1942 for the purpose of helping people of all faiths and those without faith to work together to make a better Louisiana, as director of the legal and legislative division, and he became executive director soon thereafter; and WHEREAS, in early 2004, the position of coordinator of chaplain services was created and offered by the speaker of the House of Representatives to Dr. Ward; and WHEREAS, Dr. Ward has served without compensation as the legislative ethicist and coordinator of chaplain services for the Louisiana House of Representatives since that time; and Page 1 of 2 HCR NO. 114 ENROLLED WHEREAS, many members of the House of Representatives have come to rely upon Dr. Ward not only for the vital services he provides as coordinator of chaplain services, but also for private and personal consultation in the area of ethical behavior; and WHEREAS, Dr. Ward is regarded with the utmost respect and admiration by the members of the Louisiana House of Representatives; and WHEREAS, it is appropriate to extend sincere appreciation to Dr. Ward for his steadfast commitment to the service of the Louisiana House of Representatives as legislative ethicist and coordinator of chaplain services and for his unwavering integrity and wisdom. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Dr. Ken Ward, legislative ethicist and coordinator of chaplain services, for his commitment to the Louisiana House of Representatives and does hereby express its appreciation to him for the many years of dedicated service that he has rendered to the House and does congratulate him upon his well- deserved retirement.
