ENROLLED 2017 Regular Session HOUSE CONCURRENT RESOL UTION NO. 64 BY REPRESENTATIVE DWIGHT A CONCURRENT RESOL UTION To urge and request the Department of Public Safety and Corrections to work in conjunction with the Louisiana Sheriffs' Association to study methods of oversight and supervision for inmates participating in work release programs. WHEREAS, the mission of the Department of Public Safety and Corrections is to enhance public safety through the safe and secure incarceration of offenders, effective probation and parole supervision, and proven rehabilitative strategies that successfully reintegrate offenders into society; and WHEREAS, successful offender rehabilitation and reintegration into the community is essential to reducing recidivism rates which has a direct impact on public safety, crime prevention, and the cost of state and local criminal justice systems; and WHEREAS, Louisiana law authorizes the Department of Public Safety and Corrections to establish and administer the Transitional Work Program, commonly referred to as "work release"; and WHEREAS, work release programs are some of the most innovative and successful programs developed to provide for successful reentry into society; and WHEREAS, work release programs benefit the offender and society by providing the offender with necessary skills and tools to reenter society and by providing the employer with employees who are reliable and dependable workers; and WHEREAS, to ensure the continued success of work release programs, it is imperative that the Department of Public Safety and Corrections work with sheriffs and others who operate these programs to ensure that the offenders who participate are properly supervised at all times. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Public Safety and Corrections to work in conjunction Page 1 of 2 HCR NO. 64 ENROLLED with the Louisiana Sheriffs' Association to study methods of oversight and supervision for inmates participating in work release programs. BE IT FURTHER RESOLVED that the Department of Public Safety and Corrections report its findings and any recommendations to the legislature, including recommendations for legislative action, on or before February 1, 2018. BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted to the Department of Public Safety and Corrections and the Louisiana Sheriffs' Association.
