1	AN ACT
2 To enact R.S. 17:3351(L), relative to postsecondary education; to provide relative to the
3 prevention of unplanned pregnancies among unmarried college students; to require
4 each public postsecondary institution to address the prevention of unplanned
5 pregnancies among unmarried college students as part of freshman orientation; to
6 provide for related discretionary actions and activities; and to provide for related
7 matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 17:3351(L) is hereby enacted to read as follows:
10 ยง3351. General powers, duties, and functions of postsecondary education
11	management boards

13	L.(1) Each public postsecondary management board, in conjunction with
14 the commissioner of higher education and the president of each public
15 university and community college system, or his designee, shall adopt a policy
16 requiring each institution under its supervision and management to address the
17 prevention of unplanned pregnancies among unmarried students as part of an
18 institution's freshman orientation activities.
19	(2)(a) As part of freshman orientation, each institution shall, as deemed
20 appropriate, provide information to students that is recognized as medically
21 accurate by the American Congress of Obstetricians and Gynecologists
22 regarding the prevention of unplanned pregnancy including, without limitation,
23 abstinence education.
24	(b) In no instance shall any information be disseminated regarding
25 abortion methods, techniques, or providers, nor shall any student be directed
26 to information or services provided by Planned Parenthood or any abortion

2	(3) At its discretion, a public postsecondary institution may also:
3	(a) Identify opportunities to raise awareness of and provide information
4 for the prevention of unplanned pregnancies across the entire student
5 population.
6	(b) Identify opportunities for postsecondary students to serve as mentors
7 or role models of successful behaviors and healthy choices for high school
8 students.
9	(c) Identify public and private grants available to address the prevention
10 of unplanned pregnancy and to promote student success, including any
11 partnerships necessary to successfully compete for grants.
12	(d) Collaborate with community healthcare providers and federally
13 qualified health centers to promote access to care.
14	(e) Identify challenges faced by students who are single parents,
15 including child care, transportation, and financial aid, and identify possible
16 methods to assist such students to successfully complete college.
17	(f) Identify other topics or issues related to the prevention and reduction
18 of unplanned pregnancies among postsecondary students.
19 Section 2.  This Act shall become effective upon signature by the governor or, if not
20 signed by the governor, upon expiration of the time for bills to become law without signature
21 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
22 vetoed by the governor and subsequently approved by the legislature, this Act shall become
23 effective on the day following such approval.
