RÉSUMÉ DIGEST ACT 46 (SB 127) 2017 Regular Session Thompson Prior law required that a motor vehicle permanent license plate is securely fastened to the assigned motor vehicle in a manner to prevent the plate from swinging, and at a height not less than 12 inches from the ground from the bottom of such plate in a place and position to be clearly visible, and be maintained free from foreign materials and in a condition to be clearly legible. New law retains prior law and prohibits, unless authorized by the commissioner, a person from applying a covering or any substance to the license plate or using an electronic device or electrochromatic film that obscures from any angle the numbers, characters, year registration sticker, or name of the jurisdiction issuing the plate.
