COASTAL PROTECT/RES AUTH.  Requires some form of shoreline protection when
money is expended on the creation or restoration of barrier islands.  (gov sig)
1	AN ACT
2 To amend and reenact R.S. 49:214.6.7(A) and to enact R.S. 49:214.5.4(J), relative to barrier
3 islands; to require some form of shoreline protection when money is expended on
4 barrier islands; to provide terms and conditions; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 49:214.6.7(A) is hereby amended and reenacted and R.S.
7 49:214.5.4(J) is hereby enacted to read as follows:
8 §214.5.4. Funding and resource allocation

10	J.  Any project or structure engineered for the creation or restoration of
11 barrier islands that is funded by the Coastal Protection and Restoration Fund
12 shall have some form of shoreline protection built into the project or structure.

14 §214.6.7. Barrier islands, shoreline stabilization, and preservation
15	A.  The executive director of the Coastal Protection and Restoration
16 Authority shall establish a barrier islands and shorelines stabilization and
17 preservation program. As part of the barrier islands and shorelines program, the

1 authority shall require that all projects subject to public bid include appropriate
2 dredges for use to stabilize and preserve barrier islands and shorelines. In addition,
3 the authority shall require that all barrier island stabilization and preservation
4 projects mandate a minimum dune height of eight feet with vegetation where
5 appropriate. Also, the authority shall require that all barrier island stabilization
6 and preservation projects include some form of shoreline protection built into
7 the project.

9 Section 2.  This Act shall become effective upon signature by the governor or, if not
10 signed by the governor, upon expiration of the time for bills to become law without signature
11 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
12 vetoed by the governor and subsequently approved by the legislature, this Act shall become
13 effective on the day following such approval.

Present law provides for the funding and allocation of money in the Coastal Protection and
Restoration Fund.
Proposed law requires any project or structure engineered for the creation or restoration of
barrier islands that is funded by the Coastal Protection and Restoration Fund to have some
form of shoreline protection built into the project or structure.
Present law provides for a barrier islands and shorelines stabilization and preservation
program.
Proposed law requires that all barrier island stabilization and preservation projects include
some form of shoreline protection built into the project.
Effective upon signature of the governor or lapse of time for gubernatorial action.
