2017 Regular Session ENROLLED SENATE BILL NO. 233 BY SENATOR LAFLEUR Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana. 1 AN ACT 2 To enact R.S. 17:10.1(G), relative to the school and district accountability system; to require 3 the State Board of Elementary and Secondary Education to adopt a policy to award 4 points to the school performance score of a school that offers certain programs; and 5 to provide for related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 17:10.1(G) is hereby enacted to read as follows: 8 ยง10.1. School and district accountability system; purpose; responsibilities of state 9 board 10 * * * 11 G.(1)(a) Beginning with the 2018-2019 school year, for a school that 12 establishes, maintains, or expands a foreign language immersion program or 13 proceeds to earn or maintain certification of a foreign language immersion 14 program pursuant to R.S. 17:273.2 and for a school that establishes, maintains, 15 or expands any other program the board deems appropriate, the state board 16 shall include a component in the school and district accountability system to 17 annually award points to the school's annual performance score. 18 (b) The number of the points awarded shall be subject to approval by the 19 State Board of Elementary and Secondary Education and in accordance with 20 applicable federal law. 21 (2) The state board shall not prohibit a school from annually earning 22 points in the school and district accountability system for maintaining such a 23 program that meets performance and quality standards established by the state 24 board. SB NO. 233 ENROLLED 1 (3) The state board shall promulgate rules and regulations pursuant to 2 the Administrative Procedure Act to implement the provisions of this 3 Subsection. 4 Section 2. This Act shall become effective upon signature by the governor or, if not 5 signed by the governor, upon expiration of the time for bills to become law without signature 6 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If 7 vetoed by the governor and subsequently approved by the legislature, this Act shall become 8 effective on the day following such approval.
