SENATE BILL NO. 3

Prefiled pursuant to Article III, Section 2(A)(4)(b)(i) of the Constitution of Louisiana.
1	AN ACT
2 To amend and reenact R.S. 11:2091(B), relative to the board of trustees for the Registrar of
3 Voters Employees' Retirement System; to provide for membership of the board of
4 trustees; to provide for an effective date; and to provide for related matters.
5	Notice of intention to introduce this Act has been published.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 11:2091(B) is hereby amended and reenacted to read as follows: 
8 ยง2091. Board of trustees; membership; vacancies; compensation

10	B. The board shall consist of eight ten trustees as follows:
11	(1) A member of the House Committee on Retirement appointed by the
12 speaker of the House of Representatives, or the member's designee.
13	(2) The chairman of the Senate Committee on Retirement, ex officio, or his
14 designee.
15	(3) The secretary of state, ex officio, or his designee.
16	(4) The state treasurer, ex officio, or his designee.
17	(5) Six active and contributing members of the system who shall have at least
18 ten years of creditable service in the Registrars of Voters Employees' Retirement
19 System who shall be elected by the members of the Registrars of Voters Employees'
20 Retirement System according to the rules and regulations adopted by the board of
21 trustees to govern such elections. The term of office of the six elected board
22 members shall be for a period of four years; provided, that one elected member
23 whose term of office begins January 1, 2012, shall serve an initial term of two years,

1 with subsequent terms of four years. No elected trustee may serve for more than two
2 consecutive four-year terms, exclusive of any term being served on December 31,
3 2011. If an elected trustee elects to participate in the Deferred Retirement Option
4 Plan after his term has commenced, he may continue to serve for the remainder of
5 the term for which he was elected; however, if he otherwise separates from service,
6 his term shall expire.
7	(4) Notwithstanding the provisions of Paragraph (3) of this Subsection, the
8 term of office for any person elected and serving on the board of trustees on
9 December 31, 2011, shall be extended to December thirty-first of the year in which
10 the term expires.

12 Section 2. This Act shall become effective on June 30, 2017; if vetoed by the
13 governor and subsequently approved by the legislature, this Act shall become effective on
14 June 30, 2017, or on the day following such approval by the legislature, whichever is later.
