DIGEST SB 46 Original 2017 Regular Session Gatti Present law authorizes the secretary of the Dept. of Environmental Quality to develop permitting procedures and regulations for all sources of air contaminants and to develop a comprehensive state hazardous waste control program. Present law prohibits any person from discharging air contaminants without the appropriate permit or license issued by the secretary. Proposed law prohibits the secretary from issuing any permit, license, variance, or compliance schedule authorizing, nor shall the secretary allow in any manner, the open burning of any munitions or waste explosives.
