2017 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 10 BY SENATOR JOHNS AND REPRESENTATI VE MORENO A CONCURRENT RESOL UTION To recognize May 3, 2017, as "Purple and Teal Day" in the state of Louisiana. WHEREAS, the members of the Legislature of Louisiana recognize the need to address violence against women; and WHEREAS, domestic violence and sexual assault are serious crimes that affect people of all races, ages, genders, and income levels; and WHEREAS, domestic violence and sexual assault are widespread and affect millions of Americans each year; and WHEREAS, Louisiana currently ranks second in the nation for domestic homicides, having consistently led the nation for the past two decades; and WHEREAS, over one million women and men in Louisiana are sexually assaulted during their lifetimes, costing individuals, employers, and governmental institutions an average of one hundred twenty-two thousand four hundred sixty-one dollars per rape; and WHEREAS, the crimes of domestic violence and sexual assault violate an individual's privacy, dignity, security, and humanity due to the systematic use of physical, emotional, sexual, psychological, and economic control and abuse; and WHEREAS, children who grow up in violent homes are believed to be abused and neglected at higher rates than the national average; and WHEREAS, women are murdered at a rate about forty percent higher than the national average in Louisiana, and Louisiana consistently leads the nation in domestic homicides; and WHEREAS, on May 3, 2017, the Louisiana Coalition Against Domestic Violence and the Louisiana Foundation Against Sexual Assault host their annual day at the Louisiana State Capitol with displays on the steps and in the rotunda of the Capitol; and WHEREAS, the Louisiana Coalition Against Domestic Violence is the federally designated statewide coalition of shelters, nonresidential programs, and individuals working to end domestic violence in Louisiana; and Page 1 of 2 SCR NO. 10 ENROLLED WHEREAS, the Louisiana Foundation Against Sexual Assault is the federally designated membership organization of sexual assault crisis centers, allied professionals, and individuals across the state of Louisiana; and WHEREAS, Purple and Teal Day provides an excellent opportunity for the citizens of Louisiana to learn more about preventing domestic violence and sexual assault and to show support for the numerous organizations and individuals who provide critical advocacy, services, and assistance to victims. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby recognize May 3, 2017, as "Purple and Teal Day" in the state of Louisiana, does hereby commend and encourage diligence against violence against women, and does hereby urge all citizens and all community organizations to join in this observance.
