SENATE CONCURRENT RESOL UTION NO. 104
BY SENATOR WALSWORTH AND REPRESENTATI VE JAY MORRIS 
A CONCURRENT RESOL UTION
To commend Julia Thornton for her dedication and service and to congratulate her upon her
well-deserved retirement from CenturyLink, Inc.
WHEREAS, Julia Thornton recently retired from her final assignment of a lifetime
dedicated to the admirable vocation of service to government and legislative-related
activities, advocacy for women and children, humanitarian efforts, selfless volunteerism, and
exceptional achievement; and
WHEREAS, Ms. Thornton has provided over three decades of legal and
governmental services working for the betterment of the state of Louisiana; and
WHEREAS, her outstanding government consultation, invaluable legal aptitude,
generous volunteerism, and effective leadership have served many; and
WHEREAS, she is a graduate of C.E. Byrd High School in Shreveport, the
University of Mississippi, and the Tulane University of Law School in New Orleans; and
WHEREAS, Ms. Thornton has been a tireless governmental representative serving
as director of governmental and regulatory affairs for Louisiana and Mississippi of
CenturyLink, Inc., one of the largest companies in the state; and
WHEREAS, in addition to her business acumen, her leadership talents were of great
service to the early childhood development community as the president and chief executive
officer of Steps to Success, a statewide initiative; and
WHEREAS, she has represented a vast array of clients, including Blue Cross and
Blue Shield of Louisiana, the University of New Orleans, the Louisiana State University
System Office, and the Louisiana Board of Regents; and

WHEREAS, she has worked tirelessly to better her community and state and has
served as the chair of the Boys and Girls Club of the Greater Baton Rouge Area, as chair of
the Family Services of the Greater Baton Rouge area, as division chair of the Woman's
Hospital Capital Campaign, as a Young Women's Christian Association board officer, as a
Junior League member in New Orleans and Baton Rouge, on the board of directors of the
Pennington Biomedical Research Foundation, as an officer of the Louisiana Relay
Administration, and as a board member of the Louisiana Telecommunications Association;
and
WHEREAS, Julia Thornton's special and incomparable leadership skills have been
recognized by her selection to the Baton Rouge Leadership Class of 1987 and the Louisiana
Leadership Class of 1999; and
WHEREAS, upon her retirement she has returned to Oxford, Mississippi, the home
of her alma mater, to continue her legacy of service on the Old Miss Women's Council. 
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
express gratitude to Julia Thornton for her lifetime of service and many achievements and
does congratulate her upon her retirement from CenturyLink, Inc.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Julia Thornton.
