SENATE CONCURRENT RESOL UTION NO. 121

COMMENDATIONS.  Commends former Haughton High School and Mississippi State
University star and Dallas Cowboys quarterback "Dak" Prescott on being named Rookie of
the Year by two entities.
1	A CONCURRENT RESOL UTION
2 To commend Rayne Dakota "Dak" Prescott on being named Rookie of the Year by the
3 Associated Press and Pepsi.
4 WHEREAS, Dak Prescott, former Haughton High School star, was named the
5 Associated Press Offensive Rookie of the Year and the National Football League (NFL)
6 Rookie of the Year by Pepsi; and
7 WHEREAS, he received twenty-eight and one-half votes from fifty media members
8 who regularly cover the NFL to be named Offensive Rookie of the Year by the Associated
9 Press; and
10 WHEREAS, the Pepsi NFL Rookie of the Year award was voted on by the fans; and
11 WHEREAS, in 2010, during his senior year at Haughton High School, Dak
12 completed one hundred fifty-nine of two hundred fifty-eight passes for two thousand eight
13 hundred sixty yards and thirty-nine touchdowns, ending the Buccaneers' season with an
14 impressive overall record of 12-1; and
15 WHEREAS, he also rushed for nine hundred fifty-one yards on ninety attempts with
16 seventeen touchdowns; and
17 WHEREAS, in 2011, as a member of the Mississippi State Bulldogs football team,
18 Dak was redshirted as a true freshman; and

1 WHEREAS, in 2012, he played in twelve games, completed eighteen of twenty-nine
2 passes for one hundred ninety-four yards with four touchdowns and no interceptions, and
3 scored four rushing touchdowns with one hundred ten yards on thirty-two carries; and
4 WHEREAS, during the 2013 season, he played in eleven games, completing one
5 hundred fifty-six of two hundred sixty-seven passes for one thousand nine hundred forty
6 yards with ten touchdowns and seven interceptions; and
7 WHEREAS, he also ran for eight hundred twenty-nine yards on one hundred
8 thirty-four carries with thirteen touchdowns and was named Most Valuable Player of the
9 2013 Liberty Bowl after leading the Bulldogs to a 44–7 win over the Rice Owls; and
10 WHEREAS, his 2013 season performance ranks seventh in passing yards, tied for
11 fifth in rushing touchdowns, and fourth in total yards and total touchdowns; and
12 WHEREAS, following the season he was named to the 2013 Southeastern
13 Conference (SEC) Fall Academic Honor Roll; and
14 WHEREAS, in his first season as a full-time starter in 2014, Dak led the Bulldogs
15 to a 10-2 regular season record, its first number one ranking in program history, and to the
16 Orange Bowl; and
17 WHEREAS, during the 2014 season, he broke ten school records including single
18 season passing yards, total yards of total offense, passing touchdowns, and total touchdowns;
19 and
20 WHEREAS, Dak also garnered several accolades throughout and following the
21 season, including being named the Manning Award Player of the Week five times, the 2014
22 SEC Offensive Player of the Week three times, the Athlon Sports, Davey O'Brien, Maxwell
23 Award Player of the Week two times each, and was the 24/7 Sports National Offensive
24 Player of Week; and
25 WHEREAS, he was named a 2014 Honorable Mention All-American by SI.com, was
26 named to the 2014 First-Team All-SEC team by the Associated Press, coaches, and
27 ESPN.com, and was on the 2014 SEC Fall Academic Honor Roll; and
28 WHEREAS, prior to the 2015 season, Dak was named a 2015 National Player of the
29 Year Candidate, selected to two preseason All-American teams, and was chosen First-Team
30 Preseason All-SEC by the media; and

1 WHEREAS, during the 2015 season he passed for three thousand seven hundred
2 ninety-three yards, twenty-nine passing touchdowns, and ten rushing touchdowns; and
3 WHEREAS, during that same season he became the fourth player in the NCAA
4 Division I Football Bowl Subdivision history to pass for sixty touchdowns and rush for forty
5 touchdowns in a career; and
6 WHEREAS, his two thousand four hundred eleven rushing yards places him third
7 in all-time rushing yards by a quarterback in SEC history, fourth in SEC history with one
8 hundred seven total touchdowns, and fifth in total rushing and passing yards with eleven
9 thousand one hundred fifty-three; and
10 WHEREAS, in the Bulldogs' 2015 game against Arkansas, Dak set the school single
11 game record and tied the SEC single game record with five passing and two rushing
12 touchdowns and set a new school record for touchdown passes in a single game; and
13 WHEREAS, following his performance in the Bulldogs' victory over Kentucky, a
14 game in which he passed for three hundred forty-eight yards and three touchdowns to go
15 along with one hundred seventeen yards and three rushing touchdowns, he was named the
16 AutoNation National Offensive Player of the Week by the Football Writers Association of
17 America, the Davey O'Brien Award National Quarterback of the Week, a Manning Award
18 Star of the Week by the Allstate Sugar Bowl, and the SEC offensive player of the week; and
19 WHEREAS, he won the Conerly Trophy, was a finalist for the Maxwell Award, the
20 Davey O'Brien award, the Johnny Unitas Golden Arm award, and the Manning Award, and
21 finished eighth in the 2014 Heisman Trophy voting, receiving two first place votes; and
22 WHEREAS, for his college career, he finished third in SEC history in total yards,
23 fourth in total touchdowns, and he holds thirty-eight school records; and
24 WHEREAS, Dak was drafted in 2016 by the Dallas Cowboys in the fourth round and
25 was elevated to starter after preseason injuries to backup Kellen Moore and veteran Tony
26 Romo; and
27 WHEREAS, he was an integral part of the Cowboys win eleven straight games,
28 finishing the regular season 13-3 but losing to the Green Bay Packers 34-31 in the National
29 Football Conference (NFC) divisional playoffs; and
30 WHEREAS, during the regular season, Dak passed for three thousand six hundred

1 sixty-seven yards and twenty-three touchdowns with four interceptions; and
2 WHEREAS, his six rushing touchdowns set a single season franchise record by a
3 Cowboy's quarterback; and
4 WHEREAS, he finished his 2016 rookie season with a record eleven games with an
5 over 100 NFL passer rating, breaking the rookie record of nine games set by Russell Wilson
6 in 2012 and tying Ben Roethlisberger's 2004 rookie record of winning thirteen games as a
7 starter; and
8 WHEREAS, Dak's rookie season garnered several accolades including Offensive
9 Rookie of the Month in November 2016, Pepsi NFL Rookie of the Week five times, Pepsi
10 NFL Rookie of the Year, selection to the Pro Bowl, and NFL Rookie of the Year; and
11 WHEREAS, Rayne Dakota "Dak" Prescott's exceptional and successful career as a
12 quarterback with the Haughton High School Buccaneers, the Mississippi State University
13 Bulldogs, and the Dallas Cowboys, and being named Rookie of the Year by the Associated
14 Press and Pepsi brings great pride to the city of Haughton, the parish of Bossier, and the state
15 of Louisiana.
16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
17 commend and congratulate Rayne Dakota "Dak" Prescott on an impressive and exceptional
18 career with the Haughton High School Buccaneers, the Mississippi State University
19 Bulldogs, and the Dallas Cowboys, and on being named Rookie of the Year by the
20 Associated Press and Pepsi, and does hereby wish him full measures of continued success
21 in the future.
22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
23 Rayne Dakota "Dak" Prescott.
