A CONCURRENT RESOL UTION
To commend Rayne Dakota "Dak" Prescott on being named Rookie of the Year by the
Associated Press and Pepsi.
WHEREAS, Dak Prescott, former Haughton High School star, was named the
Associated Press Offensive Rookie of the Year and the National Football League (NFL)
Rookie of the Year by Pepsi; and
WHEREAS, he received twenty-eight and one-half votes from fifty media members
who regularly cover the NFL to be named Offensive Rookie of the Year by the Associated
Press; and
WHEREAS, the Pepsi NFL Rookie of the Year award was voted on by the fans; and
WHEREAS, in 2010, during his senior year at Haughton High School, Dak
completed one hundred fifty-nine of two hundred fifty-eight passes for two thousand eight
hundred sixty yards and thirty-nine touchdowns, ending the Buccaneers' season with an
impressive overall record of 12-1; and
WHEREAS, he also rushed for nine hundred fifty-one yards on ninety attempts with
seventeen touchdowns; and
WHEREAS, in 2011, as a member of the Mississippi State Bulldogs football team,
Dak was redshirted as a true freshman; and
WHEREAS, in 2012, he played in twelve games, completed eighteen of twenty-nine
passes for one hundred ninety-four yards with four touchdowns and no interceptions, and
scored four rushing touchdowns with one hundred ten yards on thirty-two carries; and
WHEREAS, during the 2013 season, he played in eleven games, completing one
hundred fifty-six of two hundred sixty-seven passes for one thousand nine hundred forty
yards with ten touchdowns and seven interceptions; and
WHEREAS, he also ran for eight hundred twenty-nine yards on one hundred
thirty-four carries with thirteen touchdowns and was named Most Valuable Player of the
2013 Liberty Bowl after leading the Bulldogs to a 44–7 win over the Rice Owls; and

WHEREAS, his 2013 season performance ranks seventh in passing yards, tied for
fifth in rushing touchdowns, and fourth in total yards and total touchdowns; and
WHEREAS, following the season he was named to the 2013 Southeastern
Conference (SEC) Fall Academic Honor Roll; and
WHEREAS, in his first season as a full-time starter in 2014, Dak led the Bulldogs
to a 10-2 regular season record, its first number one ranking in program history, and to the
Orange Bowl; and
WHEREAS, during the 2014 season, he broke ten school records including single
season passing yards, total yards of total offense, passing touchdowns, and total touchdowns;
and
WHEREAS, Dak also garnered several accolades throughout and following the
season, including being named the Manning Award Player of the Week five times, the 2014
SEC Offensive Player of the Week three times, the Athlon Sports, Davey O'Brien, Maxwell
Award Player of the Week two times each, and was the 24/7 Sports National Offensive
Player of Week; and
WHEREAS, he was named a 2014 Honorable Mention All-American by SI.com, was
named to the 2014 First-Team All-SEC team by the Associated Press, coaches, and
ESPN.com, and was on the 2014 SEC Fall Academic Honor Roll; and
WHEREAS, prior to the 2015 season, Dak was named a 2015 National Player of the
Year Candidate, selected to two preseason All-American teams, and was chosen First-Team
Preseason All-SEC by the media; and
WHEREAS, during the 2015 season he passed for three thousand seven hundred
ninety-three yards, twenty-nine passing touchdowns, and ten rushing touchdowns; and
WHEREAS, during that same season he became the fourth player in the NCAA
Division I Football Bowl Subdivision history to pass for sixty touchdowns and rush for forty
touchdowns in a career; and
WHEREAS, his two thousand four hundred eleven rushing yards places him third
in all-time rushing yards by a quarterback in SEC history, fourth in SEC history with one
hundred seven total touchdowns, and fifth in total rushing and passing yards with eleven
thousand one hundred fifty-three; and

WHEREAS, in the Bulldogs' 2015 game against Arkansas, Dak set the school single
game record and tied the SEC single game record with five passing and two rushing
touchdowns and set a new school record for touchdown passes in a single game; and
WHEREAS, following his performance in the Bulldogs' victory over Kentucky, a
game in which he passed for three hundred forty-eight yards and three touchdowns to go
along with one hundred seventeen yards and three rushing touchdowns, he was named the
AutoNation National Offensive Player of the Week by the Football Writers Association of
America, the Davey O'Brien Award National Quarterback of the Week, a Manning Award
Star of the Week by the Allstate Sugar Bowl, and the SEC offensive player of the week; and
WHEREAS, he won the Conerly Trophy, was a finalist for the Maxwell Award, the
Davey O'Brien award, the Johnny Unitas Golden Arm award, and the Manning Award, and
finished eighth in the 2014 Heisman Trophy voting, receiving two first place votes; and
WHEREAS, for his college career, he finished third in SEC history in total yards,
fourth in total touchdowns, and he holds thirty-eight school records; and
WHEREAS, Dak was drafted in 2016 by the Dallas Cowboys in the fourth round and
was elevated to starter after preseason injuries to backup Kellen Moore and veteran Tony
Romo; and
WHEREAS, he was an integral part of the Cowboys win in eleven straight games,
finishing the regular season 13-3 but losing to the Green Bay Packers 34-31 in the National
Football Conference (NFC) divisional playoffs; and
WHEREAS, during the regular season, Dak passed for three thousand six hundred
sixty-seven yards and twenty-three touchdowns with four interceptions; and
WHEREAS, his six rushing touchdowns set a single season franchise record by a
Cowboy's quarterback; and
WHEREAS, he finished his 2016 rookie season with a record eleven games with an
over 100 NFL passer rating, breaking the rookie record of nine games set by Russell Wilson
in 2012 and tying Ben Roethlisberger's 2004 rookie record of winning thirteen games as a
starter; and
WHEREAS, Dak's rookie season garnered several accolades including Offensive
Rookie of the Month in November 2016, Pepsi NFL Rookie of the Week five times, Pepsi

NFL Rookie of the Year, selection to the Pro Bowl, and NFL Rookie of the Year; and
WHEREAS, Rayne Dakota "Dak" Prescott's exceptional and successful career as a
quarterback with the Haughton High School Buccaneers, the Mississippi State University
Bulldogs, and the Dallas Cowboys, and being named Rookie of the Year by the Associated
Press and Pepsi brings great pride to the city of Haughton, the parish of Bossier, and the state
of Louisiana.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
commend and congratulate Rayne Dakota "Dak" Prescott on an impressive and exceptional
career with the Haughton High School Buccaneers, the Mississippi State University
Bulldogs, and the Dallas Cowboys, and on being named Rookie of the Year by the
Associated Press and Pepsi, and does hereby wish him full measures of continued success
in the future.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Rayne Dakota "Dak" Prescott.
