2017 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 5 BY SENATORS CLAITOR, ALARIO, ALLAIN, APPEL, BARROW, BISHOP, BOUDREAUX, CARTER, CHABERT, COLOMB, CORTEZ, DONAHUE, ERDEY, FANNIN, GATTI, HEWITT, JOHNS, LAFLEUR, LAMBERT, LONG, LUNEAU, MARTINY, MILKOVICH, MILLS, MIZELL, MORRELL, MORRISH, PEACOCK, PERRY, PETERSON, RISER, GARY SMITH, JOHN SMITH, TARVER, THOMPSON, WALSWORTH, WARD AND WHITE A CONCURRENT RESOL UTION To commend Daniel Wesley of Central, Louisiana, for his heroic actions as a Good Samaritan to render aid during a dangerous medical emergency. WHEREAS, it is a tremendous personal sacrifice to come to the aid of another in harm's way; however, Daniel Wesley exhibited extraordinary bravery and courage when faced with bodily harm in an attempt to render medical assistance to a critically wounded gunshot victim; and WHEREAS, Daniel Wesley is a Christian, a Good Samaritan, and an altruist of the highest order, who without hesitation ignored his own safety to offer medical assistance to a stranger; and WHEREAS, while a senior at Central High School, Daniel is matriculated in emergency medical technician training and certification; and WHEREAS, his parents were both first responders, with his father having been a retired paramedic and EMS supervisor; Daniel responded to the crisis carrying his father's medical kit; and WHEREAS, on November 27, 2016, Daniel stopped to render aid to a gunshot victim who had been left for dead along Essen Lane in Baton Rouge; although with his valiant efforts and exceptional training, April Peck would later succumb to her injuries; and WHEREAS, during this horrific emergency situation, the alleged assailant returned to the scene to inflict mayhem on this Good Samaritan by shooting him twice; in the hip and arm, and then hitting Daniel twice with his automobile; and WHEREAS, since that fateful day, Daniel Wesley has endured numerous surgeries to repair his body, and continues with countless hours of physical therapy to regain his balance and mobility; and Page 1 of 3 SCR NO. 5 ENROLLED WHEREAS, during these trying times, Daniel displays a maturity far beyond his seventeen years of age; determined to survive the attack, he treats every medical and physiological obstacle in his recovery as a challenge to be overcome; all of these admirable characteristics exemplify his strong will and unfaltering faith; and WHEREAS, during his hospital convalescence, Governor John Bel Edwards and First Lady Donna Edwards paid Daniel a visit to wish him a speedy recovery and remarked that Daniel set an exemplary model of courage for others to emulate; the governor even obliged his request for root beer flavored carbonated beverages; and WHEREAS, Baton Rouge Mayor-President Sharon Weston Broome stated emphatically that, "Daniel was an example not only for young people, but for all of us"; and WHEREAS, the citizens of Central are very proud of their young hometown hero, and Daniel cherishes each word of encouragement, bouquet of flowers, and visit as a blessing; and WHEREAS, Principal David Scott, along with the students and faculty of Central High School, have kept his spirits high with numerous communications and fundraising activities to offset his medical expenses; then welcomed Daniel back to school in mid-January; and WHEREAS, Daniel will celebrate his eighteenth birthday in April, and in May, he shall receive his diploma and graduate along with his classmates, the 2017 Senior Class of Central High School; and Daniel is confident that he will walk unaided in commencement ceremonies; and WHEREAS, despite these life-changing events, Daniel Wesley remains optimistic; he has a bright future ahead, having displayed his capacity for the best attributes of humanity and altruism; he walks in faith and looks for the good in all mankind. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend Daniel Wesley for his heroic actions to save the life of another during a dangerous medical emergency. BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby wish continued success for Daniel Wesley in all his future endeavors.
