SLS 17RS-1718 ORIGINAL 2017 Regular Session SENATE CONCURRENT RESOL UTION NO. 99 BY SENATOR CORTEZ AND REPRESENTATIVE HAVARD TRANSPORTATION/DEV DEPT. Creates the Louisiana Supply Chain and Transportation Council. 1 A CONCURRENT RESOL UTION 2 To authorize creation of the Louisiana Supply Chain and Transportation Council to study 3 and make recommendations regarding increasing resilience in various modes of 4 transportation through increased communication, collaboration, development of 5 geographic information technologies, and new innovations in transportation 6 resilience. 7 WHEREAS, Louisiana experienced two unprecedented flood events in 2016, which 8 resulted in two federal disaster declarations that together included fifty-nine of Louisiana's 9 sixty-four parishes; and 10 WHEREAS, the flood events of 2016 highlighted critical points of failure in road, 11 rail, and barge modes of transportation throughout the state; and 12 WHEREAS, geographic information technologies in transportation, pre-disaster 13 planning involving partnerships between public and private sectors in different modes of 14 transportation, and innovations such as shallow-draft barges and composite roadways may 15 improve the ability of commerce to continue during and after disruptive incidents; and 16 WHEREAS, the creation of plans and methods that will allow workers to return to 17 their jobs aids both workers and companies in recovering from incidents more quickly; and 18 WHEREAS, the discipline of supply chain resilience has resulted in new approaches Page 1 of 4 SCR NO. 99 SLS 17RS-1718 ORIGINAL 1 that ensure reliable flows of materials and products to continue in times of disaster. 2 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 3 authorize creation of the Louisiana Supply Chain and Transportation Council (Council) to 4 meet, undertake projects, and make recommendations to the legislature relative to 5 improvements in commercial and workforce transportation to assist in making the Louisiana 6 economy more resilient to disaster. 7 BE IT FURTHER RESOLVED that the Council shall be supported by the 8 Department of Transportation and Development, assisted by the Department of Economic 9 Development, and shall be a public-private partnership including local, state, and federal 10 agencies, private transport and business associations, and quasi-governmental entities such 11 as regional planning districts. The Council shall advise the Department of Transportation and 12 Development on actions necessary to accomplish the following, including any additional 13 recommendations the Council may find beneficial: 14 (1) Provide advanced geospatial planning and coordination to predict and avoid 15 points of failure and to inform transportation providers in real time of routes likely to remain 16 open during and after a disaster. 17 (2) Recommend agreements between providers of different modes of transportation, 18 companies shipping or receiving goods, and public agencies to provide for effective routing 19 of transportation under disaster scenarios. 20 (3) Support funding and resources to increase utilization of technology and new 21 innovations in lessening the risk of closure, including innovations in water, rail, road, and 22 air modes of transportation. 23 (4) Increase effectiveness of relationships between local, state, and federal 24 transportation agencies, providers of transportation, shippers and receivers of goods, and 25 their employees, to ensure constant communication and robust pre-disaster recovery 26 planning. 27 BE IT FURTHER RESOLVED that the Council shall comprise the following 28 members: 29 (1) One member shall be the secretary of the Department of Transportation and 30 Development, or his designee. Page 2 of 4 SCR NO. 99 SLS 17RS-1718 ORIGINAL 1 (2) One member shall be the secretary of the Department of Economic Development, 2 or his designee. 3 (3) One member shall be the director of the Governor's Office of Homeland Security 4 and Emergency Preparedness, or his designee. 5 (4) One member shall be designated by the executive director of the office of 6 community development within the division of administration to represent its disaster 7 recovery unit. 8 (5) Additional members of the Council shall include one representative designated 9 by each of the following: 10 (a) The Ports Association of Louisiana. 11 (b) The Louisiana Motor Transport Association, Incorporated. 12 (c) The Louisiana Railroads Association. 13 (d) The Big River Coalition. 14 (e) The American Waterways Operators, Inc. 15 (f) The International Air Cargo Association. 16 (g) The Committee of 100 for Economic Development, Incorporated. 17 (h) The Louisiana Association of Business and Industry. 18 (i) The Louisiana Chemical Association. 19 (j) The United States Department of Transportation. 20 (k) The United States Army Corps of Engineers. 21 (l) The Economic Development Administration within the United States Department 22 of Commerce. 23 (m) The Louisiana Association of Planning and Development Districts. 24 (n) The Board of Regents. 25 BE IT FURTHER RESOLVED that members of the Council shall serve without 26 compensation, except per diem or expense reimbursement to which any member may be 27 individually entitled as a member of their respective organization. 28 BE IT FURTHER RESOLVED that the Department of Transportation and 29 Development shall provide meeting space for all Council meetings. 30 BE IT FURTHER RESOLVED that the Council shall submit a written report and Page 3 of 4 SCR NO. 99 SLS 17RS-1718 ORIGINAL 1 recommendations, no later than February 1, 2018, to the president of the Senate, the speaker 2 of the House of Representatives, the house and senate committees on transportation, 3 highways, and public works, and the secretary of the Department of Transportation and 4 Development. 5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 6 secretary of the Department of Transportation and Development, the secretary of the 7 Department of Economic Development, the executive director of the office of community 8 development within the division of administration, and the director of the Governor's Office 9 of Homeland Security and Emergency Preparedness. Provides that Council members are the secretaries of DOTD and DED, the director of GOHSEP, or their designees, and a designee of the executive director of the office of community development, disaster recovery unit, within the DOA, and representatives of multiple private organizations, as well as other local, state, and federal agencies. Requires DOTD to provide meeting space and to support the Council with the assistance of the DED. Requires submission of a written report no later than February 1, 2018, to the president of the Senate, the speaker of the House of Representatives, the house and senate committees on transportation, highways, and public works, and the secretary of the DOTD.
