Requests study of the safety of pets riding inside of motor vehicles without proper restraint. 1 A CONCURRENT STUDY REQUEST 2 To request the Senate Committee on Transportation, Highways and Public Works and the 3 House Committee on Transportation, Highways and Public Works to meet and 4 function as a joint committee to study the safety of pets riding inside of motor 5 vehicles without proper restraint. 6 WHEREAS, unrestrained pets may become a distraction for operators of motor 7 vehicles while driving; and 8 WHEREAS, distractions cause and contribute to motor vehicle collisions that result 9 in property damage, personal injury, and death; and 10 WHEREAS, the National Highway Traffic Safety Administration continues to report 11 increases in fatality and injury crashes by distracted drivers in the United States; and 12 WHEREAS, other states and municipalities are requiring that pets are properly 13 restrained when riding as a pet passenger in a motor vehicle; and 14 WHEREAS, the legislature recognizes that an unrestrained pet may turn into a 15 deadly projectile, get crushed by a driver or passenger who is thrown forward in a motor 16 vehicle collision, and can cause or contribute to injury or death of both human and pet 17 occupants of a motor vehicle involved in a motor vehicle crash. 18 THEREFORE, the Legislature of Louisiana requests that the Senate Committee on Page 1 of 2 SCSR NO. 1 SLS 17RS-359 ORIGINAL 1 Transportation, Highways and Public Works and the House Committee on Transportation, 2 Highways and Public Works conduct a study jointly to consider the safety of pets riding 3 unrestrained in a motor vehicle. 4 A copy of this Study Request shall be transmitted to the executive director of the 5 Louisiana Highway Safety Commission.
