2017 Regular Session ENROLLED SENATE RESOLUTION NO. 125 BY SENATOR LAMBERT A RESOLUTION To urge and request the Department of Transportation and Development to investigate the feasibility of planting bamboo cane or other sound-reducing vegetation along the outer right-of-way of Interstate 10 in Ascension Parish to provide a sound barrier and to reduce mowing expenses incurred by the department. WHEREAS, noise levels from traffic traveling on Interstate 10 in and through Ascension Parish disturb the peaceful enjoyment of residential neighborhoods adjoining and near the highway right-of-way; and WHEREAS, noise barrier walls along highway rights-of-way are costly to construct and maintain, and provide only minimal noise reduction; and WHEREAS, the Department of Transportation and Development is required to maintain vegetation and cut grass on highway rights-of-way; and WHEREAS, due to budgetary restraints, limited funds are available to construct noise barriers and to mow highway rights-of-way; and WHEREAS, planting bamboo cane or other sound-reducing vegetation along the outer right-of-way of Interstate 10 may serve a dual purpose to provide a noise barrier and to reduce mowing expenses. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby urge and request the Department of Transportation and Development to investigate the feasibility of planting bamboo cane or other sound-reducing vegetation along the outer right-of-way of Interstate 10 in Ascension Parish to provide a noise barrier and to reduce mowing, and to submit a written report of its feasibility investigation to the Senate Committee on Transportation, Highways and Public Works not later than February 1, 2018.
