2017 Regular Session ENROLLED SENATE RESOLUTION NO. 199 BY SENATOR LONG A RESOLUTION To commend the Kisatchie-Delta Regional Planning and Development District on the celebration of its fiftieth anniversary. WHEREAS, local governments were encouraged to collaborate regionally following the passage of The Public Works and Economic Development Act of 1965 that established the Economic Development Administration in the United States Department of Commerce to provide grants to economically distressed communities to support employment and industrial and commercial growth ; and WHEREAS, the municipalities and parishes of central Louisiana organized in 1967 to create the Kisatchie-Delta Economic Development Council, Inc. and received status of 501(c)(4); and WHEREAS, in 1968 the organization was the first regional organization in Louisiana chartered by the United States Department of Commerce, Economic Development Administration; and WHEREAS, the Louisiana Legislature enabled the organizations as public commissions, establishing the purpose and delineation of regions legally by amendment of R.S. 33:140.61 and 140.62; and WHEREAS, the Louisiana Legislature found that problems of growth and development in urban and rural regions of the state, along the boundary lines of local governmental units could not be resolved by a single unit without affecting other units in the region; and WHEREAS, Kisatchie-Delta's purpose is to facilitate intergovernmental cooperation and to insure the orderly and harmonious coordination of state, federal, and local comprehensive planning, and development programs for the solution and resolution of economic, social, physical, and governmental problems of the state and its citizens; and Page 1 of 2 SR NO. 199 ENROLLED WHEREAS, such activities have drawn in federal investments and leveraged private sector activities worth more than one billion dollars; and WHEREAS, in honor of the fiftieth anniversary of the Kisatchie-Delta Regional Planning and Development District, a celebration will be held on July 18, 2017; and WHEREAS, today the Kisatchie-Delta Regional Planning and Development District still plays a large role in supporting local communities and their businesses and industry throughout central Louisiana. THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana does hereby commend the Kisatchie-Delta Regional Planning and Development District and board members and local leaders upon the celebration of the fiftieth anniversary of the founding of the organization. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the executive director of the Kisatchie-Delta Regional Planning District, Heather Smoak Urena.
