SENATE RESOLUTION NO. 220
BY SENATOR CHABERT 
A RESOLUTION
To urge and request the Coastal Protection and Restoration Authority and the office of
multimodal commerce to study shipping lanes in need of dredging and whether
dredging spoil could be of beneficial use for integrated coastal protection, and make
recommendations to the legislature.
WHEREAS, the Coastal Protection and Restoration Authority (authority) is charged
with the responsibility to implement the integration of hurricane protection, storm damage
reduction, flood control, infrastructure, and coastal protection and restoration efforts in
accordance with the master plan and annual plans; and 
WHEREAS, the office of multimodal commerce (office) within the Department of
Transportation and Development is charged with, among other matters, the planning and
programming functions of port and water transportation systems; and 
WHEREAS, the Dredge and Deepening Fund, established by Act 2017 No. ___ that
originated as Senate Bill No. 148 of the 2017 Regular Session of the Legislature, will be
administered by the office of multimodal commerce; and
WHEREAS, no funding source has been identified to provide monies to the Dredge
and Deepening Fund; and
WHEREAS, multiple revenue streams are available to the authority for integrated
coastal protection, including funds derived from BP settlements and fines, and royalties from
outer continental shelf oil and gas activities; and
WHEREAS, dredge spoil may be used for beneficial use for certain integrated
coastal protection projects, such as marsh creation and levee construction; and 
WHEREAS, transporting dredge spoil to areas of need is often cost prohibitive; and
WHEREAS, the need for coordination between the office and the authority is
necessary to identify certain dredging projects where the spoil may be usable for beneficial
use of integrated coastal protection projects.

THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the Coastal Protection and Restoration Authority and the office
of multimodal commerce to study shipping lanes in need of dredging and whether dredging
spoil could be of beneficial use for integrated coastal protection.
BE IT FURTHER RESOLVED that the authority and the office coordinate their
efforts with the United States Army Corps of Engineers and the Water Institute of the Gulf.
BE IT FURTHER RESOLVED that the Coastal Protection and Restoration Authority
and the office of multimodal commerce shall make a report of its findings and
recommendations, with suggestions for proposed legislation, if any, to the Senate by
February 1, 2018.
