SENATE RESOLUTION NO. 68
BY SENATOR BISHOP 
A RESOLUTION
To urge and request the governing or management board of each charter school to include
in its membership at least one parent or legal guardian of a student enrolled in the
school who shall be elected by the parents or legal guardians representing at least a
majority of the students attending the school.
WHEREAS, greater parental involvement has been routinely shown to increase both
student performance and parental satisfaction; and 
WHEREAS, parental choice is seen as one of the cornerstones of the development
of charter schools; and
WHEREAS, the Every Student Succeeds Act provides for parent and family
engagement; and
WHEREAS, R.S. 17:3991 requires that each school's charter address policies,
programs, and practices to ensure parental involvement; and
WHEREAS, a school's governing or management board establishes policies that
govern the school's operations and determines the school's instructional environment.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby urge and request the governing or management board of each charter school to
include in its membership at least one parent or guardian of a student enrolled in the school.
BE IT FURTHER RESOLVED that the parent representative on the board shall be
elected by the parents or legal guardians representing at least a majority of the students
attending the school.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
president of the State Board of Elementary and Secondary Education, the state
superintendent of education, and the executive director of the Louisiana Association of
Public Charter Schools.
