HOUSE CONCURRENT RESOL UTION NO. 2

BUDGETARY CONTROLS:  Reduces the expenditure limit for FY 2018-2019 (Item #12)
1	A CONCURRENT RESOL UTION
2To direct the commissioner of administration to change the expenditure limit for Fiscal Year
3 2018-2019.
4 WHEREAS, the expenditure limit provided for in Article VII, Section 10(C)(1) of
5the Constitution of Louisiana for Fiscal Year 2018-2019  is established as Fourteen Billion 
6 Eight Hundred Five Million Four Hundred Thirty-Six Thousand Two Hundred Thirty-Eight
7and No/100 ($14,805,436,238.00) Dollars; and
8 WHEREAS, the state budget document for Fiscal Year 2017-2018 shows that the
9official expenditure limit of $14,616,943,593 was $1,421,015,516 over the applicable
10expenditures after anticipated adjustments, which amounted to $13,195,928,077; and
11 WHEREAS, if expenditure growth for Fiscal Year 2018-2019 was based on
12applicable expenditures after adjustments, and the growth rate was 3%, the expenditure limit
13for Fiscal Year 2018-2019 would be $13,591,805,919; and
14 WHEREAS, Article VII, Section 10(D)(1) of the Constitution of Louisiana prohibits
15appropriations from the state general fund and dedicated funds, except funds allocated by
16Article VII, Section 4, Paragraphs (D) and (E), in excess of the expenditure limit; and 
17 WHEREAS, Article VII, Section 10.3(A)(1) of the Constitution of Louisiana requires 
18that all money available for appropriation from the state general fund and dedicated funds
19in excess of the expenditure limit, except funds allocated by Article VII, Section 4,
20Paragraphs (D) and (E), shall be deposited into the Budget Stabilization Fund; and

1 WHEREAS, Article VII, Section 10(C)(2) of the Constitution of Louisiana provides
2that the expenditure limit may be changed in any fiscal year by a favorable vote of two-thirds
3of the elected members of each house and that any such change in the expenditure limit shall
4be approved by the passage of a specific legislative instrument which clearly states the intent
5to change the limit; and
6 WHEREAS, R.S. 39:52.1 of the Louisiana Revised Statutes of 1950 provides that
7a change to the expenditure limit shall be made pursuant to a concurrent resolution adopted
8by a favorable vote of two-thirds of the elected members of each house directing the
9commissioner of administration to change the expenditure limit to a designated amount for
10a specified fiscal year.
11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana, two-thirds of
12the elected members of each house concurring, does hereby direct the commissioner of
13administration to change the expenditure limit for Fiscal Year 2018-2019 from
14$14,805,436,238 to $13,591,805,919.
15 BE IT FURTHER RESOLVED that the provisions of this Resolution shall be
16construed to affect the expenditure limit for Fiscal Year 2019-2020 and thereafter in
17accordance with Article VII, Section 10(C) of the Constitution of Louisiana.
