HOUSE CONCURRENT RESOL UTION NO. 4

CONDOLENCES:  Expresses condolences on the death of Buddy Shaw
1	A CONCURRENT RESOL UTION
2To express sincere and heartfelt condolences of the legislature upon the death of former state
3 legislator Dr. B.L. "Buddy" Shaw and to record his many contributions and
4 achievements.
5 WHEREAS, it is with deep regret and profound sorrow that the members of the
6Legislature of Louisiana have learned of the death of their friend and colleague, Dr. B.L.
7Buddy Shaw, an educator, public servant, and Louisiana legislator, who died on January 18,
82018, at the age of eighty-four; and
9 WHEREAS, a graduate of Jamestown High School, Buddy Shaw received his
10bachelor's and master's degrees from Northwestern State University, and he continued his
11education at Louisiana State University, where he earned a doctorate in education; he was
12a veteran of the United States Army; and
13 WHEREAS, Dr. Shaw began his outstanding career in education as a teacher at
14Hamilton Terrace Junior High School in 1956, and became an assistant principal in 1965;
15he was appointed principal of C.E. Byrd High School and served in that position from 1970
16until 1986; at Byrd, he implemented a comprehensive renovation of the school, which grew
17out of his research as a Danforth Fellow and which included his brainchild, the creation of
18the math and science magnet program; and
19 WHEREAS, he was inducted into the C.E. Byrd High School Hall of Fame in 2000;

1 WHEREAS, Dr. Shaw was elected to the Caddo Parish School Board after he retired
2from school administration and served as school board president in 1992; he also served on
3the Louisiana School Boards Association from 1989-1994 and was elected president of the
4association; and
5 WHEREAS, Dr. Shaw left an indelible mark on Caddo Parish during his tenure in
6the Louisiana legislature; he was elected from House District 6, and he served two terms,
71996-2004; he also later dutifully served the citizens in District 37 as a Louisiana state
8senator, 2008-2012; and
9 WHEREAS, as a state representative, Dr. Shaw steadfastly endeavored to improve
10the welfare of the people of Louisiana and served diligently as a member of several House
11committees, including the House Committee on Education, the House Committee on Health
12and Welfare, the House Committee on Retirement, and the House Committee on
13Transportation, Highways and Public Works; Dr. Shaw was a legislator whose invaluable
14experience in education gave him a vested interest in inspiring youth, so he was an active
15participant in America’s Legislators Back to School Week; and
16 WHEREAS, as a state senator, Dr. Shaw worked earnestly to reform Louisiana's tax
17code, including the repeal of the Stelly Tax; he was committed to ethics reform, fiscal
18discipline, and economic development, including the Air Force Cyber Command Center, the
19completion of the I-49 corridor, and an additional span to the Jimmy Davis Bridge; he served
20on the Revenue and Fiscal Affairs and Transportation committees, and was vice-chairman
21of the Senate Committee on Environmental Quality; and
22 WHEREAS, Dr. Shaw also served on the Northwestern State University Board and
23East Texas Baptist University Board of Trustees; his desire to see students reach their
24highest potential led him to create scholarship opportunities with the C.E. Byrd Alumni
25Association, Northwestern State University, and East Texas Baptist University; and
26 WHEREAS, Dr. Shaw was involved with several religious and civic organizations,
27including Broadmoor Baptist Church, where was a deacon; and
28 WHEREAS, he is survived by his wife, Dr. Mary Ann Neff Shaw; daughters
29Stephanie Shaw, Mary Jane Lowder, and her husband Charles; son, Chris Minor; grandsons,
30Charles "Preston" Lowder, IV, and his wife Sarah; Dr. James David Lowder, and his wife

1Katie; great-grandchildren, Mary Ellen Lowder, Molly Elizabeth Lowder, Charles "Charlie"
2Preston Lowder, V, and Huck Shaw Lowder; sister, Geri Goss; and extended family and
3friends.
4 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
5recognize the numerous accomplishments of Dr. Buddy Shaw during his life of public
6service and extend a well deserved tribute in honor of his distinctive career in education and
7for his legacy as a Louisiana state legislator; does hereby express its genuine sorrow at the
8loss of Dr. B.L. "Buddy" Shaw; and does hereby extend condolences to his family upon his
9death and does hereby offer thoughts and prayers for comfort and peace.
10 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
11to the family of Dr. B.L. "Buddy" Shaw.
