"Buddy" Shaw and to record his many contributions and achievements. WHEREAS, it is with deep regret and profound sorrow that the members of the Legislature of Louisiana have learned of the death of their friend and colleague, Dr. B.L. Buddy Shaw, an educator, public servant, and Louisiana legislator, who died on January 18, 2018, at the age of eighty-four; and WHEREAS, a graduate of Jamestown High School, Buddy Shaw received his bachelor's and master's degrees from Northwestern State University, and he continued his education at Louisiana State University, where he earned a doctorate in education; he was a veteran of the United States Army; and Page 1 of 3 HCR NO. 4 ENROLLED WHEREAS, Dr. Shaw began his outstanding career in education as a teacher at Hamilton Terrace Junior High School in 1956, and became an assistant principal in 1965; he was appointed principal of C.E. Byrd High School and served in that position from 1970 until 1986; at Byrd, he implemented a comprehensive renovation of the school, which grew out of his research as a Danforth Fellow and which included his brainchild, the creation of the math and science magnet program; and WHEREAS, he was inducted into the C.E. Byrd High School Hall of Fame in 2000; and WHEREAS, Dr. Shaw was elected to the Caddo Parish School Board after he retired from school administration and served as school board president in 1992; he also served on the Louisiana School Boards Association from 1989-1994 and was elected president of the association; and WHEREAS, Dr. Shaw left an indelible mark on Caddo Parish during his tenure in the Louisiana legislature; he was elected from House District 6, and he served two terms, 1996-2004; he also later dutifully served the citizens in District 37 as a Louisiana state senator, 2008-2012; and WHEREAS, as a state representative, Dr. Shaw steadfastly endeavored to improve the welfare of the people of Louisiana and served diligently as a member of several House committees, including the House Committee on Education, the House Committee on Health and Welfare, the House Committee on Retirement, and the House Committee on Transportation, Highways and Public Works; Dr. Shaw was a legislator whose invaluable experience in education gave him a vested interest in inspiring youth, so he was an active participant in America’s Legislators Back to School Week; and WHEREAS, as a state senator, Dr. Shaw worked earnestly to reform Louisiana's tax code, including the repeal of the Stelly Tax; he was committed to ethics reform, fiscal discipline, and economic development, including the Air Force Cyber Command Center, the completion of the I-49 corridor, and an additional span to the Jimmy Davis Bridge; he served on the Revenue and Fiscal Affairs and Transportation committees, and was vice-chairman of the Senate Committee on Environmental Quality; and WHEREAS, Dr. Shaw also served on the Northwestern State University Board and East Texas Baptist University Board of Trustees; his desire to see students reach their Page 2 of 3 HCR NO. 4 ENROLLED highest potential led him to create scholarship opportunities with the C.E. Byrd Alumni Association, Northwestern State University, and East Texas Baptist University; and WHEREAS, Dr. Shaw was involved with several religious and civic organizations, including Broadmoor Baptist Church, where he was a deacon; and WHEREAS, he is survived by his wife, Dr. Mary Ann Neff Shaw; daughters Stephanie Shaw, Mary Jane Lowder, and her husband Charles; son, Chris Minor; grandsons, Charles "Preston" Lowder, IV, and his wife Sarah; Dr. James David Lowder, and his wife Katie; great-grandchildren, Mary Ellen Lowder, Molly Elizabeth Lowder, Charles "Charlie" Preston Lowder, V, and Huck Shaw Lowder; sister, Geri Goss; and extended family and friends. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby recognize the numerous accomplishments of Dr. Buddy Shaw during his life of public service and extend a well deserved tribute in honor of his distinctive career in education and for his legacy as a Louisiana state legislator; does hereby express its genuine sorrow at the loss of Dr. B.L. "Buddy" Shaw; and does hereby extend condolences to his family upon his death and does hereby offer thoughts and prayers for comfort and peace.
